2525 SECTION 1. SHORT TITLE. 3
2626 This Act may be cited as the ‘‘Comparison of Sus-4
2727 tainable Transportation Act’’ or the ‘‘COST Act’’. 5

3131 SEC. 2. COST ANALYSIS OF CONVERTING FEDERAL FLEET 1

3333 (a) C
3434 OSTANALYSIS.—The Comptroller General of 3
3535 the United States shall conduct— 4
3636 (1) an analysis of the costs of replacing the 5
3737 light-duty vehicles in the Federal fleet that are 6
3838 fueled by gasoline with electric vehicles, including 7
3939 plug-in hybrid electric vehicles; and 8
4040 (2) an analysis of the costs of replacing the 9
4141 light-duty vehicles in the Federal fleet that are 10
4242 fueled by gasoline with flex-fuel ethanol vehicles. 11
4343 (b) I
4444 NCLUSIONS.—Each analysis conducted under 12
4545 subsection (a) shall include the costs necessary for deploy-13
4646 ment of infrastructure for each applicable type of electric 14
4747 vehicle or flex-fuel ethanol vehicle that it is feasible to be 15
4848 used in the Federal fleet nationwide. 16

5050 UBLICATION.—Not later than 1 year after the 17
5151 date of enactment of this Act, the Comptroller General 18
5252 shall publish online the cost analyses conducted under sub-19
5353 section (a). 20
5454 SEC. 3. ANALYSIS OF LIFECYCLE EMISSIONS OF E85 CAPA-21
5555 BLE FLEX-FUEL AND ELECTRIC VEHICLES. 22

5757 NALYSIS.—The Secretary of Energy, utilizing 23
5858 the most recent Greenhouse gases, Regulated Emissions, 24
5959 and Energy use in Transportation model (commonly re-25
6060 ferred to as the ‘‘GREET model’’) developed by Argonne 26

6464 National Laboratory, shall conduct a lifecycle analysis of 1
6565 greenhouse gas emissions from each of the following types 2
6666 of vehicles: 3
6767 (1) A conventional gasoline vehicle. 4
6868 (2) An E85 capable flex-fuel vehicle. 5
6969 (3) A battery electric vehicle. 6

7171 EPORT.—Not later than 1 year after the date 7
7272 of enactment of this Act, the Secretary of Energy shall 8
7373 submit to the Committee on Science, Space, and Tech-9
7474 nology of the House of Representatives, and the Com-10
7575 mittee on Commerce, Science, and Transportation of the 11
7676 Senate a report on the lifecycle analyses conducted under 12
7777 subsection (a). 13
7878 SEC. 4. DEFINITIONS. 14
7979 In this Act: 15
8080 (1) E85.—The term ‘‘E85’’ means a fuel con-16
8181 taining 85 percent ethanol and 15 percent gasoline. 17

8383 EDERAL FLEET .—The term ‘‘Federal 18
8484 fleet’’ means the fleet of federally owned or operated 19
8585 motor vehicles as reported in the most recent Fed-20
8686 eral Fleet Report of the General Services Adminis-21
8787 tration. 22

9191 (3) LIGHT-DUTY VEHICLE.—The term ‘‘light- 1
9292 duty vehicle’’ means a vehicle with a gross vehicle 2
9393 weight rating of less than or equal to 8,500 pounds. 3
