1717 tives of the United States of America in Congress assembled, 2
1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘Law-Enforcement In-4
2020 novate to De-Escalate Act of 2025’’. 5
2121 SEC. 2. EXEMPTION OF CERTAIN LESS-THAN-LETHAL PRO-6

2424 (a) I
2525 NGENERAL.—Section 921(a) of title 18, United 9
2626 States Code, is amended— 10

3131 inserting ‘‘or a less-than-lethal projectile device’’ be-2

3434 ‘‘(38)(A) The term ‘less-than-lethal projectile device’ 5
3535 means a device that— 6
3636 ‘‘(i) is not designed or intended to expel and 7
3737 may not be readily converted to accept and dis-8
3838 charge— 9
3939 ‘‘(I) ammunition commonly used in hand-10
4040 guns, rifles, or shotguns; or 11
4141 ‘‘(II) any other projectile at a velocity ex-12
4242 ceeding 500 feet per second; 13
4343 ‘‘(ii) is designed and intended to be used in a 14
4444 manner that is not likely to cause death or serious 15
4545 bodily injury; and 16
4646 ‘‘(iii) does not accept, and is not able to be 17
4747 readily modified to accept, an ammunition feeding 18
4848 device— 19
4949 ‘‘(I) loaded through the inside of a pistol 20
5050 grip; or 21
5151 ‘‘(II) commonly used in semiautomatic 22
5252 firearms. 23
5353 ‘‘(B) If a person requests that the Attorney General 24
5454 determine whether a device satisfies the definition of ‘less- 25
