13	47		This Act may be cited as the ‘‘Safeguard American 2
14	48		Voter Eligibility Act’’ or the ‘‘SAVE Act’’. 3

33	67		spect to an applicant for voter registration, any of the fol-16

35	69		‘‘(1) A form of identification issued consistent 18
36	70		with the requirements of the REAL ID Act of 2005 19
37	71		that indicates the applicant is a citizen of the United 20
38	72		States. 21
39	73		‘‘(2) A valid United States passport. 22
40	74		‘‘(3) The applicant’s official United States mili-23
41	75		tary identification card, together with a United 24
42	76		States military record of service showing that the 25

50	86		tion card issued by a Federal, State or Tribal gov-6
51	87		ernment other than an identification described in 7
52	88		paragraphs (1) through (4), but only if presented to-8
53	89		gether with one or more of the following: 9
54	90		‘‘(A) A certified birth certificate issued by 10
55	91		a State, a unit of local government in a State, 11
56	92		or a Tribal government which— 12
57	93		‘‘(i) was issued by the State, unit of 13
58	94		local government, or Tribal government in 14
59	95		which the applicant was born; 15
60	96		‘‘(ii) was filed with the office respon-16
61	97		sible for keeping vital records in the State; 17
62	98		‘‘(iii) includes the full name, date of 18
63	99		birth, and place of birth of the applicant; 19
64	100		‘‘(iv) lists the full names of one or 20
65	101		both of the parents of the applicant; 21
66	102		‘‘(v) has the signature of an individual 22
67	103		who is authorized to sign birth certificates 23

72	110		‘‘(vi) includes the date that the certifi-3
73	111		cate was filed with the office responsible 4
74	112		for keeping vital records in the State; and 5
75	113		‘‘(vii) has the seal of the State, unit 6
76	114		of local government, or Tribal government 7
77	115		that issued the birth certificate. 8
78	116		‘‘(B) An extract from a United States hos-9
79	117		pital Record of Birth created at the time of the 10
80	118		applicant’s birth which indicates that the appli-11
81	119		cant’s place of birth was in the United States. 12
82	120		‘‘(C) A final adoption decree showing the 13
83	121		applicant’s name and that the applicant’s place 14
84	122		of birth was in the United States. 15
85	123		‘‘(D) A Consular Report of Birth Abroad 16
86	124		of a citizen of the United States or a certifi-17
87	125		cation of the applicant’s Report of Birth of a 18
88	126		United States citizen issued by the Secretary of 19
89	127		State. 20
90	128		‘‘(E) A Naturalization Certificate or Cer-21
91	129		tificate of Citizenship issued by the Secretary of 22
92	130		Homeland Security or any other document or 23

221	269		receiving an otherwise completed mail voter registra-14
222	270		tion application form prescribed by the Election As-15
223	271		sistance Commission pursuant to section 9(a)(2) or 16
224	272		a form described in paragraph (1) or (2) of sub-17
225	273		section (a), the appropriate election official shall 18
226	274		transmit a notice to the applicant of the requirement 19
227	275		to present documentary proof of United States citi-20
228	276		zenship under this subsection, and shall include in 21
229	277		the notice instructions to enable the applicant to 22

327	383		office, submit such other evidence to the 7
328	384		appropriate State or local official dem-8
329	385		onstrating that the applicant is a citizen of 9
330	386		the United States and such official shall 10
331	387		make a determination as to whether the 11
332	388		applicant has sufficiently established 12
333	389		United States citizenship for purposes of 13
334	390		registering to vote in elections for Federal 14

339	395		tion under clause (i) that an applicant has 18

343	399		such determination shall be accompanied 22
344	400		by an affidavit developed under clause (iii) 23
