3030 (a) I
3131 NGENERAL.—Until on or after the date that 4
3232 full-year appropriations for the National Oceanic and At-5
3333 mospheric Administration for fiscal year 2026 have been 6
3434 enacted into law, the Administration may not— 7
3535 (1) initiate or implement any reduction in force; 8
3636 or 9
3737 (2) conduct an involuntary separation of any 10
3838 employee in the competitive service, any career em-11
3939 ployee in the excepted service, or any career ap-12
4040 pointee in the Senior Executive Service of the Ad-13
4141 ministration except for cause on charges of mis-14
4242 conduct, delinquency, or inefficiency. 15
4343 (b) A
4444 PPLICATION.—For the purposes of carrying out 16
4545 subsection (a)— 17
4646 (1) the terms ‘‘competitive service’’, ‘‘excepted 18
4747 service’’, and ‘‘career appointee’’ have the meanings 19
4848 given those terms in sections 2102, 2103, and 20
4949 3132(a), respectively, of title 5, United States Code; 21
5050 and 22
5151 (2) such subsection shall be in addition to any 23
5252 other authority with respect to adverse personnel ac-24
5353 tions, including chapter 75 of such title 5. 25
