17	17	To amend the Clean Air Act to eliminate a waiver under
18	18	that Act, to eliminate an authorization for States to
19	19	use new motor vehicle emission and new motor vehicle
20	20	engine emissions standards identical to standards adopt-
21	21	ed in California, and for other purposes.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Stop California from 4
26	26	Advancing Regulatory Burden Act of 2025’’ or the ‘‘Stop 5
27	27	CARB Act of 2025’’. 6

31	31	SEC. 2. REPEAL OF WAIVERS OF STATE STANDARDS. 1
32	32	(a) I
33	33	NGENERAL.—Section 209 of the Clean Air Act 2
34	34	(42 U.S.C. 7543) is amended— 3
35	35	(1) by striking subsection (b); 4
36	36	(2) in subsection (c), by striking the last sen-5
37	37	tence; 6
38	38	(3) by redesignating subsections (c) and (d) as 7
39	39	subsections (b) and (c), respectively; and 8
40	40	(4) by striking subsection (e) and inserting the 9
41	41	following: 10
42	42	‘‘(d) P
43	43	ROHIBITION ONCERTAINSTATESTANDARDS 11
44	44	FORNONROADENGINES ORVEHICLES.—No State or any 12
45	45	political subdivision thereof shall adopt or attempt to en-13
46	46	force any standard or other requirement that directly or 14
47	47	indirectly relates to the control of emissions from nonroad 15
48	48	engines or nonroad vehicles, including the following new 16
49	49	nonroad engines or nonroad vehicles subject to regulation 17
50	50	under this Act: 18
51	51	‘‘(1) New engines that are used in construction 19
52	52	equipment, construction vehicles, farm equipment, or 20
53	53	farm vehicles. 21
54	54	‘‘(2) New locomotives or new engines used in lo-22
55	55	comotives.’’. 23
56	56	(b) E
57	57	FFECT.—Notwithstanding any other provision 24
58	58	of law, as of the date of enactment of this Act— 25

62	62	(1) no waiver issued under subsection (b) of 1
63	63	section 209 of the Clean Air Act (42 U.S.C. 7543) 2
64	64	(as in effect on the day before the date of enactment 3
65	65	of this Act) before the date of enactment of this Act 4
66	66	shall have any force or effect; and 5
67	67	(2) any application for a waiver under that sub-6
68	68	section (as in effect on the day before the date of 7
69	69	enactment of this Act) pending before the Adminis-8
70	70	trator of the Environmental Protection Agency on 9
71	71	the date of enactment of this Act shall be considered 10
72	72	denied. 11
73	73	(c) C
74	74	ONFORMINGAMENDMENTS.— 12
75	75	(1) Section 202(i)(2)(A) of the Clean Air Act 13
76	76	(42 U.S.C. 7521(i)(2)(A)) is amended, in the matter 14
77	77	preceding clause (i), in the first sentence, by striking 15
78	78	‘‘, taking into consideration the waiver provisions of 16
79	79	section 209(b)’’. 17
80	80	(2) Section 211 of the Clean Air Act (42 U.S.C. 18
81	81	7545) is amended— 19
82	82	(A) in subsection (c)(4)— 20
83	83	(i) in subparagraph (A), in the matter 21
84	84	preceding clause (i), by striking ‘‘or (C)’’; 22
85	85	(ii) by striking subparagraph (B); and 23
86	86	(iii) by redesignating subparagraph 24
87	87	(C) as subparagraph (B); 25

98	98	(ii) in subparagraph (F), by striking 8
99	99	‘‘any State that has received a waiver 9
100	100	under section 209(b) or’’; and 10
101	101	(iii) by redesignating subparagraph 11

103	103	(3) Section 241(2) of the Clean Air Act (42 13
104	104	U.S.C. 7581(2) is amended, in the second sentence, 14
105	105	by striking ‘‘(or any CARB’’ and all that follows 15
106	106	through ‘‘section 243(e))’’. 16
107	107	(4) Section 242(b) of the Clean Air Act (42 17
108	108	U.S.C. 7582(b)) is amended by striking ‘‘except as 18
109	109	provided in section 244 with respect to administra-19
110	110	tion and enforcement, and’’ each place it appears. 20
111	111	(5) Section 243 of the Clean Air Act (42 U.S.C. 21
112	112	7583) is amended by striking subsections (e), (f), 22
113	113	and (g). 23
114	114	(6) Section 244 of the Clean Air Act (42 U.S.C. 24
115	115	7584) is repealed. 25
