2222 This Act may be cited as the ‘‘Sustainable Budget 4
2323 Act of 2025’’. 5
2424 SEC. 2. ESTABLISHMENT OF COMMISSION. 6

2626 STABLISHMENT.—Not later than 30 days after 7

9999 (B) propose recommendations that mean-7
100100 ingfully improve the long-term fiscal outlook, 8

103103 jected revenues and expenditures of the Federal 11

119119 prior to voting on the approval of a final report 23
120120 under subparagraph (A), the Commission may 24

132132 (B) of the members approving the report, 7
133133 at least 4 are members of the same political 8
134134 party to which the Speaker of the House of 9
135135 Representatives belongs and at least 4 are 10
136136 members of the same political party to which 11
137137 the minority leader of the House of Representa-12

140140 UBMISSION OF REPORT TO CONGRESS .— 14
141141 Each report approved under this subsection shall be 15
142142 submitted to Congress and made available to the 16

148148 such hearings, sit and act at such times and places, 20
149149 take such testimony, and receive such evidence as 21

204204 Director of the Congressional Budget Office shall 12
205205 provide technical assistance to the Commission, as 13
206206 the Commission conducts the work of the Commis-14
207207 sion, on the findings and recommendations of the 15
208208 Congressional Budget Office. 16

210210 OINT COMMITTEE ON TAXATION .—The 17
211211 chair of the Joint Committee on Taxation shall pro-18
212212 vide technical assistance to the Commission, as the 19
213213 Commission conducts the work of the Commission, 20
214214 on the findings and recommendations of the Joint 21
215215 Committee on Taxation. 22

224224 (2) TRAVEL EXPENSES.—Members of the Com-1
225225 mission shall be allowed travel expenses, including 2
226226 per diem in lieu of subsistence, at rates authorized 3
227227 for employees of agencies under subchapter I of 4
228228 chapter 57 of title 5, United States Code, while 5
229229 away from their homes or regular places of business 6
230230 in the performance of services for the Commission. 7

232232 TAFF.— 8
233233 (A) I
234234 N GENERAL.—The Co-Chairpersons of 9
235235 the Commission, may without regard to the civil 10
236236 service laws and regulations, appoint and termi-11
237237 nate an executive director and such other addi-12
238238 tional personnel as may be necessary to enable 13
239239 the Commission to perform its duties. The em-14
240240 ployment of an executive director shall be sub-15
241241 ject to confirmation by the Commission. 16

243243 OMPENSATION.—The Co-Chairper-17
244244 sons of the Commission may fix the compensa-18
245245 tion of the executive director and other per-19
246246 sonnel without regard to the provisions of chap-20
247247 ter 51 and subchapter III of chapter 53 of title 21
248248 5, United States Code, relating to the classifica-22
249249 tion of positions and General Schedule pay 23
250250 rates, except that the rate of pay for the execu-24
251251 tive director and other personnel may not ex-25

259259 Any Federal Government employee may be detailed 4
260260 to the Commission without reimbursement, and such 5
261261 detail shall be without interruption or loss of civil 6
262262 service status or privilege. 7

264264 ROCUREMENT OF TEMPORARY AND INTER -8
265265 MITTENT SERVICES.—The Co-Chairpersons of each 9
266266 Commission may procure temporary and intermit-10
267267 tent services under section 3109(b) of title 5, United 11
268268 States Code, at rates for individuals which do not 12
269269 exceed the daily equivalent of the annual rate of 13
270270 basic pay prescribed for level V of the Executive 14
271271 Schedule under section 5316 of such title. 15

273273 ERMINATION OF THE COMMISSION.—The Com-16
274274 mission established shall terminate 30 days after the date 17
275275 on which the Commission submits the final report of the 18
276276 Commission under subsection (f). 19

278278 ULES OFCONSTRUCTION.—Nothing in this Act 20
279279 shall be construed to— 21
280280 (1) impair or otherwise affect— 22
281281 (A) authority granted by law to an execu-23
282282 tive department, agency, or the head thereof; or 24

361361 (i) determined by the President; and 9

366366 President shall prepare a proposed joint resolution 13
367367 transmitted under subsection (a) in consultation 14
368368 with the Comptroller General of the United States 15

372372 message transmitted under subsection (a) shall— 18
373373 (1) specify recommendations outlined in the 19

377377 in paragraph (1) were excluded from the proposed 23
378378 joint resolution; 24

389389 RANSMITTAL.—The President shall submit the 7
390390 special message to the Secretary of the Senate if the Sen-8
391391 ate is not in session and to the Clerk of the House of 9
392392 Representatives if the House is not in session. 10

394394 UBLICAVAILABILITY.—The President shall 11
395395 make a copy of the special message and the proposed joint 12
396396 resolution publicly available, including publicly available 13
397397 on a website of the President, and shall publish in the 14
398398 Federal Register a notice of the message and information 15
399399 on how it can be obtained. 16
400400 SEC. 4. EXPEDITED CONSIDERATION OF PROPOSED JOINT 17
401401 RESOLUTION. 18

406406 resolution shall be entitled to expedited consideration 21
407407 under this section. 22

410410 ‘‘Commission joint resolution’’ means a joint resolu-24
411411 tion which consists solely of the text of the proposed 25

422422 lution may be introduced in the House of Represent-6
423423 atives (by request)— 7
424424 (A) by the majority leader of the House of 8
425425 Representatives, or by a Member of the House 9
426426 of Representatives designated by the majority 10
427427 leader of the House of Representatives, on the 11
428428 next legislative day after the date on which the 12
429429 President submits the proposed joint resolution 13
430430 under section 3(a); or 14
431431 (B) if the Commission joint resolution is 15
432432 not introduced under subparagraph (A), by any 16
433433 Member of the House of Representatives on any 17
434434 legislative day beginning on the legislative day 18
435435 after the legislative day described in subpara-19
436436 graph (A). 20

438438 EFERRAL AND REPORTING .—Any com-21
439439 mittee of the House of Representatives to which a 22
440440 Commission joint resolution is referred shall report 23
441441 the Commission joint resolution to the House of 24
442442 Representatives without amendment not later than 25

447447 mission joint resolution was so referred. If a com-2
448448 mittee of the House of Representatives fails to re-3
449449 port a Commission joint resolution within that pe-4
450450 riod, it shall be in order to move that the House of 5
451451 Representatives discharge the committee from fur-6
452452 ther consideration of the Commission joint resolu-7
453453 tion. Such a motion shall not be in order after the 8
454454 last committee authorized to consider the Commis-9
455455 sion joint resolution reports it to the House of Rep-10
456456 resentatives or after the House of Representatives 11
457457 has disposed of a motion to discharge the Commis-12
458458 sion joint resolution. The previous question shall be 13
459459 considered as ordered on the motion to its adoption 14
460460 without intervening motion except 20 minutes of de-15
461461 bate equally divided and controlled by the proponent 16
462462 and an opponent. If such a motion is adopted, the 17
463463 House of Representatives shall proceed immediately 18
464464 to consider the Commission joint resolution in ac-19
465465 cordance with paragraphs (3) and (4). A motion to 20
466466 reconsider the vote by which the motion is disposed 21
467467 of shall not be in order. 22

469469 ROCEEDING TO CONSIDERATION .—After 23
470470 the last committee authorized to consider a Commis-24
471471 sion joint resolution reports it to the House of Rep-25

480480 resentatives has disposed of a motion to proceed 6
481481 with respect to the Commission joint resolution. The 7
482482 previous question shall be considered as ordered on 8
483483 the motion to its adoption without intervening mo-9
484484 tion. A motion to reconsider the vote by which the 10
485485 motion is disposed of shall not be in order. 11

487487 ONSIDERATION.—The Commission joint 12
488488 resolution shall be considered as read. All points of 13
489489 order against the Commission joint resolution and 14
490490 against its consideration are waived. The previous 15
491491 question shall be considered as ordered on the Com-16
492492 mission joint resolution to its passage without inter-17
493493 vening motion except 2 hours of debate equally di-18
494494 vided and controlled by the proponent and an oppo-19
495495 nent and 1 motion to limit debate on the Commis-20
496496 sion joint resolution. A motion to reconsider the vote 21
497497 on passage of the Commission joint resolution shall 22
498498 not be in order. 23

500500 OTE ON PASSAGE.—The vote on passage 24
501501 of the Commission joint resolution shall occur not 25
