18	18	To allow holders of certain grazing permits to make minor
19	19	range improvements and to require that the Secretary
20	20	of Agriculture and the Secretary of the Interior respond
21	21	to requests for range improvements within 30 days, and
22	22	for other purposes.
23	23	Be it enacted by the Senate and House of Representa-1
24	24	tives of the United States of America in Congress assembled, 2
25	25	SECTION 1. SHORT TITLE. 3
26	26	This Act may be cited as the ‘‘Ranching Without Red 4
27	27	Tape Act of 2025’’. 5

34	34	INORRANGEIMPROVEMENTS BY PERMIT-3
35	35	TEES.—Not later than 1 year after the date of the enact-4
36	36	ment of this Act, the Secretary shall issue regulations al-5
37	37	lowing a permittee to carry out a minor range improve-6
38	38	ment on the lands with respect to which the permittee 7
39	39	holds a grazing permit if— 8
40	40	(1) the permittee notifies the applicable Forest 9
41	41	Service district ranger at least 30 days prior to car-10
42	42	rying out such minor range improvement; and 11
43	43	(2) such applicable district ranger— 12
44	44	(A) approves the minor range improve-13
45	45	ment; or 14
46	46	(B) does not respond to the minor range 15
47	47	improvement. 16

49	49	ANGEIMPROVEMENTS BY THE SECRETARY.— 17
50	50	The Secretary, acting through the applicable District 18
51	51	Ranger, shall— 19
52	52	(1) respond to a covered request not later than 20
53	53	30 days after the date on which such request is sub-21
54	54	mitted; and 22
55	55	(2) if such response confirms that the Sec-23
56	56	retary, acting through the applicable District Rang-24
57	57	er, will carry out the range improvement re-25
58	58	quested— 26

65	65	(B) expedite the carrying out of such 4
66	66	range improvement using any available adminis-5
67	67	trative tools or authorities, including categorical 6

70	70	EFINITIONS.—In this section: 8

72	72	TERMS.—The terms ‘‘grazing permit’’, 9
73	73	‘‘permittee’’, and ‘‘range improvement’’ have the 10
74	74	meanings given those terms, respectively, in section 11
75	75	222.1 of title 36, Code of Federal Regulations (or 12
76	76	successor regulations). 13

78	78	OVERED REQUEST .—The term ‘‘covered 14
79	79	request’’ means a request submitted by a permittee 15
80	80	to the Secretary requesting that the Secretary carry 16
81	81	out a range improvement. 17

84	84	‘‘minor range improvement’’ includes improvements 19
85	85	to existing fences and fence lines, wells, water pipe-20

98	98	ERMITHOLDERS.—Not later than 1 year after the date 4
99	99	of the enactment of this Act, the Secretary shall issue reg-5
100	100	ulations allowing a grazing permit or lease holder to carry 6
101	101	out a minor range improvement on the lands with respect 7
102	102	to which the grazing permit or lease applies if— 8
103	103	(1) the grazing permit or lease holder notifies 9
104	104	the applicable Bureau of Land Management district 10
105	105	or field manager at least 30 days prior to carrying 11
106	106	out such minor range improvement; and 12
107	107	(2) such applicable district or field manager— 13
108	108	(A) approves the minor range improve-14
109	109	ment; or 15
110	110	(B) does not respond to the minor range 16
111	111	improvement. 17

114	114	The Secretary, acting through the applicable State Direc-19
115	115	tor of the Bureau of Land Management, shall— 20
116	116	(1) respond to a covered request not later than 21
117	117	30 days after the date on which such request is sub-22
118	118	mitted; and 23
119	119	(2) if such response confirms that the Sec-24
