2525 SECTION 1. SHORT TITLE. 3
2626 This Act may be cited as the ‘‘LEOSA Reform Act 4
2727 of 2025’’. 5

3232 SAFETY ACT AND THE GUN-FREE SCHOOL 2
3333 ZONES ACT OF 1990. 3
3434 Section 922(q)(2)(B) of title 18, United States Code, 4
3535 is amended— 5
3636 (1) by striking ‘‘or’’ at the end of clause (vi); 6
3737 (2) by striking the period at the end of clause 7
3838 (vii) and inserting ‘‘; or’’; and 8
3939 (3) by adding at the end the following: 9
4040 ‘‘(viii) by an individual authorized by section 10
4141 926B or 926C to carry a concealed firearm.’’. 11
4242 SEC. 3. MAKING IMPROVEMENTS TO THE LAW ENFORCE-12
4343 MENT OFFICER SAFETY ACT. 13
4444 (a) Each of sections 926B(a) and 926C(a) of title 14
4545 18, United States Code, is amended by inserting ‘‘or any 15
4646 other provision of Federal law, or any regulation pre-16
4747 scribed by the Secretary of the Interior pertaining to a 17
4848 unit of the National Park System’’ after ‘‘thereof’’. 18
4949 (b) Each of sections 926B(b) and 926C(b) of such 19
5050 title are amended— 20
5151 (1) in paragraph (1), by inserting ‘‘, except to 21
5252 the extent that the laws apply on property used by 22
5353 a common or contract carrier to transport people or 23
5454 property by land, rail, or water or on property open 24
5555 to the public (whether or not a fee is charged to 25
5656 enter the property)’’ before the semicolon; and 26

6666 (c) Each of sections 926B(e)(2) and 926C(e)(1)(B) 7
6767 of such title is amended by inserting ‘‘any magazine and’’ 8
6868 after ‘‘includes’’. 9
6969 (d) Section 926C(c)(4) of such title is amended to 10
7070 read as follows: 11
7171 ‘‘(4) has met the standards for qualification in 12
7272 firearms training during the most recent period of 13
7373 12 months (or, at the option of the State in which 14
7474 the individual resides, a greater number of months, 15
7575 not exceeding 36 months), and for purposes of this 16
7676 paragraph, the term ‘standards for qualification in 17
7777 firearms training’ means— 18
7878 ‘‘(A) the standards for active duty law en-19
7979 forcement officers as established by the former 20
8080 agency of the individual; 21
8181 ‘‘(B) the standards for active duty law en-22
8282 forcement officers as established by the State in 23
8383 which the individual resides; 24

8787 ‘‘(C) the standards for active duty law en-1
8888 forcement officers employed by any law enforce-2
8989 ment agency in the State in which the indi-3
9090 vidual resides; or 4
9191 ‘‘(D) any standard for active duty law en-5
9292 forcement officers for firearms qualification 6
9393 conducted by any certified firearms instructor 7
9494 within the State in which the individual re-8
9595 sides;’’. 9
9696 (e) Section 926C(d) of such title is amended— 10
9797 (1) in paragraph (1), by striking ‘‘not less re-11
9898 cently than one year before the date the individual 12
9999 is carrying the concealed firearm, been tested or oth-13
100100 erwise found by the agency to meet the active duty 14
101101 standards for qualification in firearms training as 15
102102 established by the agency to carry’’ and inserting 16
103103 ‘‘met the standards for qualification in firearms 17
104104 training required by subsection (c)(4) for’’; and 18
105105 (2) in paragraph (2), by striking subparagraph 19
106106 (B) and inserting the following: 20
107107 ‘‘(B) a certification issued by the former agency 21
108108 of the individual, the State in which the individual 22
109109 resides, any law enforcement agency within the State 23
110110 in which the individual resides, or any certified fire-24
111111 arms instructor within the State in which the indi-25

117117 ing required by subsection (c)(4).’’. 3
118118 SEC. 4. PERMITTING QUALIFIED CURRENT AND RETIRED 4
119119 LAW ENFORCEMENT OFFICERS TO CARRY 5
120120 FIREARMS IN CERTAIN FEDERAL FACILITIES. 6
121121 Section 930 of title 18, United States Code, is 7
122122 amended— 8
123123 (1) in subsection (d)— 9
124124 (A) in paragraph (2), by striking ‘‘or’’ at 10
125125 the end; 11
126126 (B) in paragraph (3), by striking the pe-12
127127 riod at the end and inserting ‘‘or’’; and 13
128128 (C) by adding at the end the following: 14
129129 ‘‘(4) the possession of a firearm or ammunition 15
130130 in a Facility Security Level I or II civilian public ac-16
131131 cess facility by a qualified law enforcement officer 17
132132 (as defined in section 926B(c)) or a qualified retired 18
133133 law enforcement officer (as defined in section 19
134134 926C(c)).’’; and 20
135135 (2) in subsection (g), by adding at the end the 21
136136 following: 22
137137 ‘‘(4) The term ‘Facility Security Level’ means 23
138138 a security risk assessment level assigned to a Fed-24
139139 eral facility by the security agency of the facility in 25
