19	19	To amend title 18, United States Code, to improve the
20	20	Law Enforcement Officer Safety Act and provisions re-
21	21	lating to the carrying of concealed weapons by law en-
22	22	forcement officers, and for other purposes.
23	23	Be it enacted by the Senate and House of Representa-1
24	24	tives of the United States of America in Congress assembled, 2
25	25	SECTION 1. SHORT TITLE. 3
26	26	This Act may be cited as the ‘‘LEOSA Reform Act 4
27	27	of 2025’’. 5

31	31	SEC. 2. CONFORMING THE LAW ENFORCEMENT OFFICER 1
32	32	SAFETY ACT AND THE GUN-FREE SCHOOL 2
33	33	ZONES ACT OF 1990. 3
34	34	Section 922(q)(2)(B) of title 18, United States Code, 4
35	35	is amended— 5
36	36	(1) by striking ‘‘or’’ at the end of clause (vi); 6
37	37	(2) by striking the period at the end of clause 7
38	38	(vii) and inserting ‘‘; or’’; and 8
39	39	(3) by adding at the end the following: 9
40	40	‘‘(viii) by an individual authorized by section 10
41	41	926B or 926C to carry a concealed firearm.’’. 11
42	42	SEC. 3. MAKING IMPROVEMENTS TO THE LAW ENFORCE-12
43	43	MENT OFFICER SAFETY ACT. 13
44	44	(a) Each of sections 926B(a) and 926C(a) of title 14
45	45	18, United States Code, is amended by inserting ‘‘or any 15
46	46	other provision of Federal law, or any regulation pre-16
47	47	scribed by the Secretary of the Interior pertaining to a 17
48	48	unit of the National Park System’’ after ‘‘thereof’’. 18
49	49	(b) Each of sections 926B(b) and 926C(b) of such 19
50	50	title are amended— 20
51	51	(1) in paragraph (1), by inserting ‘‘, except to 21
52	52	the extent that the laws apply on property used by 22
53	53	a common or contract carrier to transport people or 23
54	54	property by land, rail, or water or on property open 24
55	55	to the public (whether or not a fee is charged to 25
56	56	enter the property)’’ before the semicolon; and 26

60	60	(2) in paragraph (2), by inserting ‘‘, except to 1
61	61	the extent that the laws apply on property used by 2
62	62	a common or contract carrier to transport people or 3
63	63	property by land, rail, or water or on property open 4
64	64	to the public (whether or not a fee is charged to 5
65	65	enter the property)’’ before the period. 6
66	66	(c) Each of sections 926B(e)(2) and 926C(e)(1)(B) 7
67	67	of such title is amended by inserting ‘‘any magazine and’’ 8
68	68	after ‘‘includes’’. 9
69	69	(d) Section 926C(c)(4) of such title is amended to 10
70	70	read as follows: 11
71	71	‘‘(4) has met the standards for qualification in 12
72	72	firearms training during the most recent period of 13
73	73	12 months (or, at the option of the State in which 14
74	74	the individual resides, a greater number of months, 15
75	75	not exceeding 36 months), and for purposes of this 16
76	76	paragraph, the term ‘standards for qualification in 17
77	77	firearms training’ means— 18
78	78	‘‘(A) the standards for active duty law en-19
79	79	forcement officers as established by the former 20
80	80	agency of the individual; 21
81	81	‘‘(B) the standards for active duty law en-22
82	82	forcement officers as established by the State in 23
83	83	which the individual resides; 24

87	87	‘‘(C) the standards for active duty law en-1
88	88	forcement officers employed by any law enforce-2
89	89	ment agency in the State in which the indi-3
90	90	vidual resides; or 4
91	91	‘‘(D) any standard for active duty law en-5
92	92	forcement officers for firearms qualification 6
93	93	conducted by any certified firearms instructor 7
94	94	within the State in which the individual re-8
95	95	sides;’’. 9
96	96	(e) Section 926C(d) of such title is amended— 10
97	97	(1) in paragraph (1), by striking ‘‘not less re-11
98	98	cently than one year before the date the individual 12
99	99	is carrying the concealed firearm, been tested or oth-13
100	100	erwise found by the agency to meet the active duty 14
101	101	standards for qualification in firearms training as 15
102	102	established by the agency to carry’’ and inserting 16
103	103	‘‘met the standards for qualification in firearms 17
104	104	training required by subsection (c)(4) for’’; and 18
105	105	(2) in paragraph (2), by striking subparagraph 19
106	106	(B) and inserting the following: 20
107	107	‘‘(B) a certification issued by the former agency 21
108	108	of the individual, the State in which the individual 22
109	109	resides, any law enforcement agency within the State 23
110	110	in which the individual resides, or any certified fire-24
111	111	arms instructor within the State in which the indi-25

115	115	vidual resides that indicates that the individual has 1
116	116	met the standards for qualification in firearms train-2
117	117	ing required by subsection (c)(4).’’. 3
118	118	SEC. 4. PERMITTING QUALIFIED CURRENT AND RETIRED 4
119	119	LAW ENFORCEMENT OFFICERS TO CARRY 5
120	120	FIREARMS IN CERTAIN FEDERAL FACILITIES. 6
121	121	Section 930 of title 18, United States Code, is 7
122	122	amended— 8
123	123	(1) in subsection (d)— 9
124	124	(A) in paragraph (2), by striking ‘‘or’’ at 10
125	125	the end; 11
126	126	(B) in paragraph (3), by striking the pe-12
127	127	riod at the end and inserting ‘‘or’’; and 13
128	128	(C) by adding at the end the following: 14
129	129	‘‘(4) the possession of a firearm or ammunition 15
130	130	in a Facility Security Level I or II civilian public ac-16
131	131	cess facility by a qualified law enforcement officer 17
132	132	(as defined in section 926B(c)) or a qualified retired 18
133	133	law enforcement officer (as defined in section 19
134	134	926C(c)).’’; and 20
135	135	(2) in subsection (g), by adding at the end the 21
136	136	following: 22
137	137	‘‘(4) The term ‘Facility Security Level’ means 23
138	138	a security risk assessment level assigned to a Fed-24
139	139	eral facility by the security agency of the facility in 25

144	144	Security Committee Standard. 2
145	145	‘‘(5) The term ‘civilian public access facility’ 3
146	146	means a facility open to the general public.’’. 4
