To amend title 49, United States Code, to authorize the
use of physical or digital copies of certain certificates
for certain Federal Aviation Administration inspections,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Pilot Certificate Acces-4
sibility Act’’. 5

SEC. 2. ACCEPTABLE FORMS OF CERTIFICATION. 1
(a) I
NGENERAL.—Section 44703 of title 49, United 2
States Code, is amended by adding at the end the fol-3
lowing: 4
‘‘(m) S
UFFICIENCY OFDIGITAL ANDPHYSICALCOP-5
IES OFAIRMANCERTIFICATES.—An individual issued a 6
certificate pursuant to this section (including a medical 7
certificate) may present such certificate to an inspector 8
of the Federal Aviation Administration in any of the fol-9
lowing formats: 10
‘‘(1) A physical, original copy issued by the Ad-11
ministrator (or his or her designee). 12
‘‘(2) A digital copy stored on an electronic de-13
vice or cloud storage platform, including a mobile 14
certificate issued by the Administrator.’’. 15
(b) R
ULEMAKING.—The Administrator of the Fed-16
eral Aviation Administration shall update regulations in 17
part 61 of title 14, Code of Federal Regulations, as nec-18
essary, to implement the amendments made by this sec-19
tion. 20
(c) A
PPLICABILITY.—Beginning on the date that is 21
1 year after the date of enactment of this Act, the Admin-22
istrator shall apply part 61, Code of Federal Regulations, 23
in a manner reflecting the changes to section 44703 of 24
title 49, United States Code, made by this Act. 25
