14	14	To amend the Homeland Security Act of 2002 to enhance
15	15	the Department of Homeland Securitys oversight of cer-
16	16	tain intelligence matters, and for other purposes.
17	17	Be it enacted by the Senate and House of Representa-1
18	18	tives of the United States of America in Congress assembled, 2
19	19	SECTION 1. SHORT TITLE. 3
20	20	This Act may be cited as the ‘‘Strengthening Over-4
21	21	sight of DHS Intelligence Act’’. 5
22	22	SEC. 2. ENHANCED DHS OVERSIGHT OF CERTAIN INTEL-6
23	23	LIGENCE MATTERS. 7
24	24	The Homeland Security Act of 2002 is amended— 8

30	30	(A) in subparagraph (A), by striking 3
31	31	‘‘and’’ after the semicolon; 4
32	32	(B) in subparagraph (B), by striking the 5
33	33	period at the end and inserting ‘‘; and’’; and 6
34	34	(C) by adding at the end the following new 7
35	35	subparagraph: 8
36	36	‘‘(C) any intelligence information under 9
37	37	this Act is shared, retained, and disseminated 10
38	38	consistent with the protection of privacy rights, 11
39	39	civil rights, and civil liberties, as determined, 12
40	40	respectively, by the Chief Privacy Officer and 13
41	41	the Officer for Civil Rights and Civil Lib-14
42	42	erties.’’; 15
43	43	(2) in subsection (a) of section 222 (6 U.S.C. 16
44	44	142)— 17
45	45	(A) in paragraph (5)(B), by striking ‘‘and’’ 18
46	46	after the semicolon; 19
47	47	(B) in paragraph (6), by striking the pe-20
48	48	riod at the end and inserting ‘‘; and’’; and 21
49	49	(C) by adding at the end the following new 22
50	50	paragraph: 23
51	51	‘‘(7) coordinating with the Under Secretary for 24
52	52	Intelligence and Analysis to— 25

56	56	‘‘(A) ensure that any intelligence informa-1
57	57	tion under this Act is shared, retained, and dis-2
58	58	seminated in a manner consistent with the pro-3
59	59	tection of the privacy rights; and 4
60	60	‘‘(B) provide training to intelligence per-5
61	61	sonnel on privacy rights, regulations, and infor-6
62	62	mation practices as specified in section 552a of 7
63	63	title 5, United States Code (commonly referred 8
64	64	to as the ‘Privacy Act of 1974’) and other rel-9
65	65	evant laws, with a focus on personnel who have 10
66	66	authority to disseminate information analyzed 11
67	67	by the Department pursuant to paragraph (6) 12
68	68	of section 201(d) or the responsibility to review 13
69	69	information to be disseminated pursuant to 14
70	70	such paragraph.’’; and 15
71	71	(3) in subsection (a) of section 705 (6 U.S.C. 16
72	72	345)— 17
73	73	(A) in paragraph (5)(B), by striking ‘‘and’’ 18
74	74	after the semicolon; 19
75	75	(B) in paragraph (6), by striking the pe-20
76	76	riod and inserting ‘‘; and’’; and 21
77	77	(C) by adding at the end the following new 22

89	89	sonnel on civil rights and civil liberties, with a 6
90	90	focus on personnel who have authority to dis-7
91	91	seminate information analyzed by the Depart-8
92	92	ment pursuant to paragraph (6) of section 9
93	93	201(d) or the responsibility to review informa-10
94	94	tion to be disseminated pursuant to such para-11
95	95	graph.’’. 12
