1919 This Act may be cited as the ‘‘Freeze Aid For Stu-4
2020 dent Assaulters Act of 2025’’ or the ‘‘FAFSA Act of 5

3030 For Student Assaulters Act of 2025, an individual shall 1
3131 not be eligible to receive any grant, loan (other than a 2
3232 loan described in subsection (b)), or work assistance under 3
3333 title IV of the Higher Education Act of 1965 (20 U.S.C. 4
3434 1070 et seq.) and shall repay, in accordance with sub-5
3535 section (b), the sum of the amounts of any grant received 6
3636 under such title, if the individual has been convicted of 7
3737 a criminal offense— 8
3838 (1) of assault against a police officer; or 9
3939 (2) of rioting, the elements of which may in-10
4040 clude— 11
4141 (A) inciting a riot; 12
4242 (B) organizing, promoting, encouraging, 13
4343 participating in, or carrying on a riot; 14
4444 (C) committing any act of violence in fur-15
4545 therance of a riot; or 16
4646 (D) aiding or abetting any person in incit-17
4747 ing or participating in or carrying on a riot or 18
4848 committing any act of violence in furtherance of 19
4949 a riot. 20

5151 ONVERSION OFGRANTS TOLOANS.— 21

5353 N GENERAL.—If an individual who is sub-22
5454 ject to the termination of eligibility described in sub-23
5555 section (a) has received any grants under title IV of 24
5656 the Higher Education Act of 1965 (20 U.S.C. 1070 25

6161 vidual is enrolled as of the date on which the crimi-2
6262 nal offense occurred, such grant shall be treated as 3
6363 a Federal Direct Unsubsidized Stafford Loan under 4
6464 part D of such title, and shall be subject to repay-5
6565 ment, together with interest thereon accruing from 6
6666 the date of the grant award. 7

6868 O REPAYMENT ASSISTANCE .—Such loans 8
6969 may not be eligible for any loan forgiveness, can-9
7070 cellation, discharge, or reduction programs under the 10
7171 Higher Education Act of 1965 (20 U.S.C. 1001 et 11
7272 seq.), any other provision of law, or any administra-12
7373 tive action or program. 13
