To direct the Secretary of State to revoke the visa of any
alien admitted to the United States under section
101(a)(15)(F) of the Immigration and Nationality Act
who has been convicted of assault in a police officer
or an offense related to rioting.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘UProot Rioting Inter-4
national Students Engaged in Radical Subversion Act’’ or 5
the ‘‘UPRISERS Act’’. 6

SEC. 2. REVOCATION OF STUDENT VISAS FOR ASSAULTING 1
A POLICE OFFICER AND RIOTING. 2
The Secretary of State shall revoke the visa of any 3
alien admitted to the United States under section 4
101(a)(15)(F), (J), or (M) of the Immigration and Na-5
tionality Act (8 U.S.C. 1101(a)(15)(F), (J), (M)) who has 6
been convicted of— 7
(1) assaulting a police officer; or 8
(2) an offense related to rioting, including— 9
(A) inciting a riot; 10
(B) organizing, promoting, encouraging, 11
participating in, or carrying on a riot; 12
(C) committing any act of violence in fur-13
therance of a riot; or 14
(D) aiding or abetting any person in incit-15
ing or participating in or carrying on a riot or 16
committing any act of violence in furtherance of 17
a riot. 18
SEC. 3. DEPORTABILITY OF STUDENT VISA HOLDERS FOR 19
ASSAULTING A POLICE OFFICER AND RIOT-20
ING. 21
Section 237(a)(2) of the Immigration and Nationality 22
Act (8 U.S.C. 1227(a)(2)) is amended by adding at the 23
end the following: 24
‘‘(G) S
TUDENT VISA HOLDERS WHO AS -25
SAULT A POLICE OFFICER OR RIOTING .—Any 26

‘‘(ii) an offense related to rioting, in-5
cluding— 6
‘‘(I) inciting a riot; 7
‘‘(II) organizing, promoting, en-8
couraging, participating in, or car-9
rying on a riot; 10
‘‘(III) committing any act of vio-11
lence in furtherance of a riot; or 12
‘‘(IV) aiding or abetting any per-13
son in inciting or participating in or 14
carrying on a riot or committing any 15
act of violence in furtherance of a 16
