A BILL
To amend part A of title IV of the Social Security Act
to limit the percentage of funds made available for the
program of block grants to States for temporary assist-
ance for needy families that may be used for administra-
tive expenses, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Reduce Bureaucracy 4
to Uplift Families Act’’. 5

SEC. 2. LIMITATION ON PERCENTAGE OF FUNDS MADE 1
AVAILABLE THAT MAY BE USED FOR ADMIN-2
ISTRATIVE EXPENSES. 3
Section 404(b) of the Social Security Act (42 U.S.C. 4
604(b)) is amended— 5
(1) in paragraph (1), by striking ‘‘15’’ and in-6
serting ‘‘10’’; and 7
(2) in paragraph (2), by inserting ‘‘, or for case 8
management needed to assist individuals with devel-9
oping an individual responsibility plan pursuant to 10
section 408(b)’’ before the period. 11
SEC. 3. LIMITATION ON PERCENTAGE OF QUALIFIED STATE 12
EXPENDITURES THAT MAY CONSIST OF CER-13
TAIN ADMINISTRATIVE EXPENSES. 14
Section 409(a)(7)(B)(i)(I)(dd) of the Social Security 15
Act (42 U.S.C. 609(a)(7)(B)(i)(I)(dd)) is amended by 16
striking ‘‘15’’ and inserting ‘‘10’’. 17
SEC. 4. PENALTY FOR FAILURE TO COMPLY WITH ADMINIS-18
TRATIVE LIMITATION. 19
Section 409(a) of the Social Security Act (42 U.S.C. 20
409(a)) is amended by adding at the end the following: 21
‘‘(17) P
ENALTY FOR FAILURE TO COMPLY WITH 22
ADMINISTRATIVE LIMITATION .—If the Secretary de-23
termines that a State to which a grant is made 24
under section 403 for a fiscal year has failed to com-25
ply with section 404(b) for the fiscal year, the Sec-26

retary shall reduce the grant payable to the State 1
under section 403(a)(1) for the immediately suc-2
ceeding fiscal year by an amount equal to not more 3
than 5 percent of the State family assistance 4
grant.’’. 5
SEC. 5. EFFECTIVE DATE. 6
The amendments made by this Act shall take effect 7
on October 1, 2026. 8
