1818 SECTION 1. SHORT TITLE. 3
1919 This Act may be cited as the ‘‘United States Leader-4
2020 ship in Immersive Technology Act of 2025’’. 5
2121 SEC. 2. FINDINGS. 6
2222 Congress finds the following: 7
2323 (1) Immersive technology was included in the 8
2424 initial list of key technology focus areas in section 9
2525 10387(c) of the Research and Development, Com-10

3030 because it is an important part of the integrated 2
3131 ecosystem of emerging technologies. 3
3232 (2) Immersive technology has been designated a 4
3333 critical technology by both the National Science and 5
3434 Technology Council and the Department of Defense 6
3535 because of its importance to both economic competi-7
3636 tiveness and national security. 8
3737 (3) Immersive technology, which includes aug-9
3838 mented reality, virtual reality, and mixed reality, is 10
3939 widely expected to function as the next major com-11
4040 puting platform. 12
4141 (4) Immersive technology will affect all sectors 13
4242 of society, creating new employment opportunities, 14
4343 new economic incentives, and new ways of commu-15
4444 nicating, learning, and engaging with the world. 16
4545 (5) Immersive technology was invented in the 17
4646 United States, and the United States is home to the 18
4747 leading companies in the industry. 19
4848 (6) Other countries, including competitors of 20
4949 the United States, such as the People’s Republic of 21
5050 China, have recognized the transformative nature of 22
5151 immersive technology and are implementing robust 23
5252 strategies in a race to dominate the sector. 24

6161 SEC. 3. DEFINITIONS. 6
6262 In this Act: 7

6464 DVISORY PANEL.—The term ‘‘Advisory 8
6565 Panel’’ means the Immersive Technology Advisory 9
6666 Panel established by section 5(a). 10
6767 (2) A
6868 GENCY.—The term ‘‘agency’’ has the 11
6969 meaning given that term in section 551 of title 5, 12
7070 United States Code. 13
7171 (3) A
7272 PPROPRIATE COMMITTEES OF CONGRESS 14
7373 DEFINED.—The term ‘‘appropriate committees of 15
7474 Congress’’ means— 16
7575 (A) the Committee on Commerce, Science, 17
7676 and Transportation of the Senate; and 18
7777 (B) the Committee on Energy and Com-19
7878 merce of the House of Representatives. 20

8080 UGMENTED REALITY .—The term ‘‘aug-21
8181 mented reality’’ means a changed version of reality 22
8282 created by overlaying digital information onto the 23
8383 view of the physical world through the use of a de-24
8484 vice. 25

8888 (5) IMMERSIVE TECHNOLOGY .—The term 1
8989 ‘‘immersive technology’’ means technology that is de-2
9090 ployed into interstate commerce and that integrates 3
9191 the physical environment with digital content to sup-4
9292 port user engagement, including augmented reality, 5
9393 mixed reality, and virtual reality. 6

9595 IXED REALITY.—The term ‘‘mixed re-7
9696 ality’’ means an immersive technology tool that 8
9797 blends augmented and virtual reality, allowing users 9
9898 to experience simulated content within their physical 10
9999 worlds and to manipulate and interact with virtual 11
100100 elements in real time. 12

102102 ECRETARY.—The term ‘‘Secretary’’ means 13
103103 the Secretary of Commerce. 14

105105 IRTUAL REALITY.—The term ‘‘virtual re-15
106106 ality’’ means an immersive technology tool that oc-16
107107 cludes the physical surroundings of a user and re-17
108108 places it with a simulated virtual or digital environ-18
109109 ment. 19
110110 SEC. 4. PRINCIPAL ADVISOR ON IMMERSIVE TECHNOLOGY. 20

112112 NGENERAL.—The Secretary, in consultation 21
113113 with the appropriate committees of Congress, shall des-22
114114 ignate a principal advisor on immersive technology. 23

116116 ESPONSIBILITIES.—The principal advisor on 24
117117 immersive technology shall— 25

123123 use of immersive technology in the United States; 3

125125 (2) consider policies and programs to encourage 5
126126 and improve coordination among agencies with re-6
127127 spect to immersive technology. 7
128128 SEC. 5. IMMERSIVE TECHNOLOGY ADVISORY PANEL. 8

130130 STABLISHMENT.—Not later than 180 days after 9
131131 the date of the enactment of this Act, the Secretary shall 10
132132 establish the Immersive Technology Advisory Panel to 11
133133 make recommendations on the use of immersive tech-12
134134 nology in the United States. 13
135135 (b) C
136136 HAIRPERSON.—The Secretary, in consultation 14
137137 with the appropriate committees of Congress, shall ap-15
138138 point a chairperson of the Advisory Panel. 16
139139 (c) M
140140 EMBERSHIP.—The Advisory Panel shall consist 17
141141 of the following members: 18
142142 (1) The Chairperson, appointed under sub-19
143143 section (b). 20
144144 (2) A Vice Chair, who shall be selected by the 21
145145 Secretary, in consultation with the appropriate com-22
146146 mittees of Congress, from among the members listed 23
147147 in paragraph (3). 24
148148 (3) Each of the following (or their designee): 25

180180 (d) OBJECTIVES.—The Advisory Panel shall— 1
181181 (1) assess the economic impact of immersive 2
182182 technology; and 3
183183 (2) make recommendations on— 4
184184 (A) the manner by which immersive tech-5
185185 nology can be used to ensure the economic com-6
186186 petitiveness of the United States; 7
187187 (B) institutional processes that promote 8
188188 collaboration between the Federal Government 9
189189 and the private sector on matters relating to 10
190190 immersive technology, including— 11
191191 (i) technical standards; 12
192192 (ii) strategic investments; 13
193193 (iii) cybersecurity; and 14
194194 (iv) commercialization; 15
195195 (C) safeguards that are necessary to en-16
196196 sure that immersive technology is used ethically 17
197197 to protect individual data and privacy; and 18
198198 (D) the manner by which the Federal Gov-19
199199 ernment can provide global leadership in 20
200200 immersive technology and collaborate with allied 21
201201 nations. 22

203203 EETINGS.—The Advisory Panel shall meet not 23
204204 less frequently than once every 4 months. 24

209209 The Secretary shall provide to the Advisory Panel admin-2

211211 SEC. 6. STUDY AND REPORT ON IMMERSIVE TECHNOLOGY. 4

215215 N GENERAL.—Not later than 2 years after 6
216216 the date of the enactment of this Act, the Advisory 7
217217 Panel shall complete a study on the state of the 8
218218 immersive technology industry and the effect of such 9
219219 industry on the economic competitiveness and na-10
220220 tional security of the United States. 11
221221 (2) R
222222 EQUIREMENTS.—In conducting the study 12
223223 required by paragraph (1), the Advisory Panel 13
224224 shall— 14
225225 (A) assess the role of immersive technology 15
226226 in the broader emerging technology ecosystem 16
227227 and the manner in which the United States can 17
228228 make strategic investments that support the 18
229229 key technology focus areas identified in section 19
230230 10387(c) of the Research and Development, 20
231231 Competition, and Innovation Act (42 U.S.C. 21
232232 19107(c)); 22
233233 (B) examine the economic impact of the 23
234234 use of immersive technology across key sectors, 24
235235 including manufacturing, energy, public safety, 25

240240 motive, agriculture, workforce development, re-2
241241 tail, education, and entertainment; 3
242242 (C) assess the ways in which immersive 4
243243 technology benefits businesses (including small- 5
244244 and medium-sized businesses), including— 6
245245 (i) by facilitating the delivery of es-7
246246 sential human services; and 8
247247 (ii) by supporting workforce develop-9
248248 ment in critical sectors; 10
249249 (D) determine the investment and per-11
250250 sonnel needed for the timely and successful de-12
251251 ployment of immersive technology that ensures 13
252252 the global leadership of the United States; 14
253253 (E) identify any voluntary standard or best 15
254254 practice needed to ensure that immersive tech-16
255255 nology is designed and deployed in a manner 17
256256 that— 18
257257 (i) facilitates ease of use; and 19
258258 (ii) protects individual rights, includ-20
259259 ing with respect to— 21
260260 (I) privacy; 22
261261 (II) accessibility; 23
262262 (III) digital identity; and 24
263263 (IV) intellectual property; 25

269269 immersive technology and the ways in which the 3
270270 benefits can be maximized and the risks miti-4

272272 (G) address the objectives described in sec-6
273273 tion 5(d). 7

275275 EPORT.— 8
276276 (1) I
277277 N GENERAL.—Not later than 90 days after 9
278278 the date on which the study is completed under sub-10
279279 section (a)(1), the Secretary shall submit to the ap-11
280280 propriate committees of Congress a report on— 12
281281 (A) the findings of the study; and 13
282282 (B) recommendations based on the find-14
283283 ings of the study for congressional action. 15
284284 (2) P
285285 UBLICATION.—The Secretary shall publish 16
286286 the report required by paragraph (1) on a publicly 17
287287 accessible website of the White House. 18
