2020 This Act may be cited as the ‘‘Soo Locks Security 4
2121 and Economic Reporting Act of 2025’’. 5
2222 SEC. 2. REPORT ON SECURITY AND ECONOMIC EFFECTS ON 6
2323 SUPPLY CHAIN OF SOO LOCKS, MICHIGAN. 7
2424 (a) I
2525 NGENERAL.—Not later than 1 year after the 8
2626 date of enactment of this Act, the Secretary of Transpor-9

3030 tation, in coordination with the Commandant of the Coast 1
3131 Guard and the Secretary of Defense, shall submit to the 2
3232 appropriate committees of Congress a report that— 3
3333 (1) highlights any security deficiencies that 4
3434 exist with respect to the Soo Locks in Sault Ste. 5
3535 Marie, Michigan; 6
3636 (2) highlights the supply chain, logistical, and 7
3737 economic effects that would result in the event of a 8
3838 malfunction or failure of the Soo Locks and how 9
3939 such effects would impact the region surrounding 10
4040 the Soo Locks and the United States; 11
4141 (3) highlights any potential domestic or inter-12
4242 national threats to the integrity of the Soo Locks; 13
4343 (4) details the current security structure of the 14
4444 Coast Guard and any other relevant Federal, State, 15
4545 or local agency to protect the Soo Locks; and 16
4646 (5) provides any recommendations, and cost es-17
4747 timates for such recommendations, for— 18
4848 (A) strengthening the security of the Soo 19
4949 Locks; and 20
5050 (B) reducing the impacts to the supply 21
5151 chain of the United States that would result in 22
5252 the event of a malfunction or failure of the Soo 23
5353 Locks. 24
