2727 This Act may be cited as the ‘‘Children’s Health Pro-4
2828 tection Act of 2025’’. 5

3232 SEC. 2. OFFICE OF CHILDREN’S HEALTH PROTECTION. 1

3434 NGENERAL.—The Administrator of the Envi-2
3535 ronmental Protection Agency shall maintain, within the 3
3636 Agency, the Office of Children’s Health Protection. 4

4040 N GENERAL.—The Office shall be headed 6
4141 by a Director. 7

4343 PPOINTMENT.—The Director of the Office 8
4444 shall be appointed by, and report to, the Adminis-9
4545 trator of the Environmental Protection Agency. In 10
4646 making such appointment, the Administrator shall 11
4747 take into consideration the recommendations of the 12
4848 Children’s Health Protection Advisory Committee. 13

5050 O-CHAIR OF PRESIDENT’S TASK FORCE.— 14
5151 The Administrator of the Environmental Protection 15
5252 Agency shall delegate to the Director of the Office 16
5353 responsibility to serve as Co-Chair, on behalf of the 17
5454 Administrator, of the President’s Task Force on En-18
5555 vironmental Health Risks and Safety Risks to Chil-19
5656 dren established by Executive Order 13045. 20

5858 UTIES.—The Director of the Office shall— 21
5959 (1) identify and assess environmental health 22
6060 risks and safety risks that may disproportionately 23
6161 affect infants, children, and adolescents; 24
6262 (2) work to ensure that Federal policies, pro-25
6363 grams, activities, and standards address dispropor-26

6868 that result from environmental health risks or safety 2
6969 risks, including consideration of the unique environ-3
7070 mental justice concerns affecting infants, children, 4
7171 and adolescents; 5
7272 (3) coordinate Federal research and programs, 6
7373 including grant programs, to advance the activities 7
7474 described in paragraphs (1) and (2); 8
7575 (4) advise other offices of the Environmental 9
7676 Protection Agency and other Federal agencies on all 10
7777 matters related to and concerning environmental 11
7878 health risks to infants, children, and adolescents; 12
7979 (5) carry out other duties as the Administrator 13
8080 determines appropriate, including any responsibil-14
8181 ities of the Administrator under Executive Order 15
8282 13045; and 16
8383 (6) carry out national activities to— 17
8484 (A) reduce negative environmental impacts 18
8585 on infants, children, and adolescents through 19
8686 involvement in rulemaking, policy, enforcement 20
8787 actions, research, and applications of science 21
8888 that focuses on prenatal and childhood 22
8989 vulnerabilities; 23

9494 lescents through promoting and issuing guid-2
9595 ance for safe chemicals management; 3
9696 (C) coordinate community-based programs 4
9797 to eliminate threats to infants’, children’s, and 5
9898 adolescents’ health; 6
9999 (D) increase the environmental health lit-7
100100 eracy of health care providers through support 8
101101 of pediatric environmental health specialty 9
102102 units; 10
103103 (E) evaluate and communicate trends in 11
104104 environmental contaminants that may con-12
105105 tribute to childhood disease; 13
106106 (F) develop and publish resources for local 14
107107 educational agencies to establish, maintain, or 15
108108 enhance a school environmental health program; 16
109109 and 17
110110 (G) otherwise protect infants, children, and 18
111111 adolescents from environmental health risks or 19
112112 safety risks. 20

114114 RANSITION.—The Administrator of the Environ-21
115115 mental Protection Agency shall make such changes to the 22
116116 Office of Children’s Health Protection of the Environ-23
117117 mental Protection Agency, as in existence on the day be-24
118118 fore the date of enactment of this Act, as may be nec-25

125125 UTHORIZATION OFAPPROPRIATIONS.—To carry 3
126126 out this section, there is authorized to be appropriated 4
127127 $7,842,000 for fiscal year 2026 and each subsequent fiscal 5
128128 year. 6
129129 SEC. 3. CHILDREN’S HEALTH PROTECTION ADVISORY COM-7
130130 MITTEE. 8
131131 (a) E
132132 STABLISHMENT.—The Administrator of the En-9
133133 vironmental Protection Agency shall maintain an advisory 10
134134 committee, to be known as the Children’s Health Protec-11
135135 tion Advisory Committee, to— 12
136136 (1) provide advice and recommendations to the 13
137137 Administrator and other officials of the Environ-14
138138 mental Protection Agency regarding the programs 15
139139 and activities of the Office; 16
140140 (2) advise the Administrator and other officials 17
141141 of the Environmental Protection Agency on regula-18
142142 tions, research, and communications related to in-19
143143 fant’s, children’s and adolescent’s health; and 20
144144 (3) support the Environmental Protection 21
145145 Agency, including the Office, in implementing Exec-22
146146 utive Order 13045 and other issues related to in-23
147147 fants’, children’s, and adolescents’ health protection 24
148148 as deemed appropriate by the Administrator. 25

152152 (b) APPLICABILITY OF FACA.—The Children’s 1
153153 Health Protection Advisory Committee shall be subject to 2
154154 chapter 10 of title 5, United States Code, except that the 3
155155 Children’s Health Protection Advisory Committee shall be 4
156156 a permanent advisory committee and shall not terminate 5
157157 under section 1013 of such title. 6

159159 RANSITION.—The President, acting through the 7
160160 Administrator of the Environmental Protection Agency, 8
161161 shall make such changes to the Children’s Health Protec-9
162162 tion Advisory Committee established pursuant to Execu-10
163163 tive Order 13045 as may be necessary for such Advisory 11
164164 Committee to become the advisory committee required by 12
165165 this section. 13
166166 SEC. 4. DEFINITIONS. 14

170170 SORY COMMITTEE .—The term ‘‘Children’s Health 17
171171 Protection Advisory Committee’’ means the advisory 18
172172 committee maintained pursuant to section 3. 19

174174 XECUTIVE ORDER 13045.—The term ‘‘Ex-20
175175 ecutive Order 13045’’ means Executive Order 10345 21
176176 (relating to protection of children from environ-22
177177 mental health risks and safety risks) published in 23
178178 the Federal Register on April 23, 1997 (62 Fed. 24
179179 Reg. 19885). 25

183183 (3) LOCAL EDUCATIONAL AGENCY .—The term 1
184184 ‘‘local educational agency’’ has the meaning given to 2
185185 such term in section 8101 of the Elementary and 3
186186 Secondary Education Act of 1965 (20 U.S.C. 7801). 4

188188 FFICE.—The term ‘‘Office’’ means the Of-5
189189 fice of Children’s Health Protection maintained pur-6
190190 suant to section 2. 7
191191 SEC. 5. AUTHORIZATION OF APPROPRIATIONS. 8
192192 To carry out this Act, there is authorized to be appro-9
193193 priated $13,200,000 for each of fiscal years 2026 through 10
194194 2030. 11
