18	18	To amend title XVIII of the Social Security Act to provide
19	19	for the automatic qualification of certain Medicaid bene-
20	20	ficiaries for premium and cost-sharing subsidies under
21	21	part D of the Medicare program, and for other purposes.
22	22	Be it enacted by the Senate and House of Representa-1
23	23	tives of the United States of America in Congress assembled, 2
24	24	SECTION 1. SHORT TITLE. 3
25	25	This Act may be cited as the ‘‘Advancing Enrollment 4
26	26	and Reducing Drug Costs Act’’. 5

30	30	SEC. 2. AUTOMATIC QUALIFICATION OF CERTAIN MED-1
31	31	ICAID BENEFICIARIES FOR PREMIUM AND 2
32	32	COST-SHARING SUBSIDIES UNDER PART D OF 3
33	33	THE MEDICARE PROGRAM. 4
34	34	(a) I
35	35	NGENERAL.—Clause (v) of section 1860D– 5
36	36	14(a)(3)(B) of the Social Security Act (42 U.S.C. 1395w– 6
37	37	114(a)(3)(B)) is amended— 7
38	38	(1) in subclause (I), by striking ‘‘and’’ at the 8
39	39	end; 9
40	40	(2) in subclause (II), by striking the period and 10
41	41	inserting ‘‘; and’’; and 11
42	42	(3) by inserting after subclause (II) the fol-12
43	43	lowing new subclause: 13
44	44	‘‘(III) shall, notwithstanding the 14
45	45	preceding clauses of this subpara-15
46	46	graph, provide that any part D eligi-16
47	47	ble individual not described in sub-17
48	48	clause (I) or (II) who is enrolled, as 18
49	49	of the day before the date on which 19
50	50	such individual attains the age of 65, 20
51	51	for medical assistance under a State 21
52	52	plan under title XIX (or a waiver of 22
53	53	such plan) pursuant to clause 23
54	54	(i)(VIII) or (ii)(XX) of section 24
55	55	1902(a)(10)(A), and who has income 25
56	56	below 200 percent of the poverty line 26

61	61	volved, shall be treated as a subsidy 2
62	62	eligible individual described in para-3
63	63	graph (1) for a limited period of time, 4
64	64	as specified by the Secretary.’’. 5

66	66	FFECTIVEDATE.—The amendments made by 6
67	67	subsection (a) shall apply with respect to plan years begin-7
68	68	ning on or after January 1, 2027. 8
