17	17	water system threat preparedness and resilience, and for
18	18	other purposes.
19	19	Be it enacted by the Senate and House of Representa-1
20	20	tives of the United States of America in Congress assembled, 2
21	21	SECTION 1. SHORT TITLE. 3
22	22	This Act may be cited as the ‘‘Water Intelligence, Se-4
23	23	curity, and Cyber Threat Protection Act’’ or the ‘‘Water 5
24	24	ISAC Threat Protection Act’’. 6
25	25	SEC. 2. PROGRAM ESTABLISHMENT. 7

31	31	(1) COMMUNITY WATER SYSTEM .—The term 1
32	32	‘‘community water system’’ has the meaning given 2
33	33	the term in section 1401 of the Safe Drinking Water 3
34	34	Act (42 U.S.C. 300f). 4

36	36	ATURAL HAZARD .—The term ‘‘natural 5
37	37	hazard’’ has the meaning given the term in section 6
38	38	1433(h) of the Safe Drinking Water Act (42 U.S.C. 7
39	39	300i–2(h)). 8

41	41	REATMENT WORKS .—The term ‘‘treatment 9
42	42	works’’ has the meaning given the term in section 10
43	43	212 of the Federal Water Pollution Control Act (33 11
44	44	U.S.C. 1292). 12

46	46	ATER INFORMATION SHARING AND ANAL -13
47	47	YSIS CENTER.—The term ‘‘Water Information Shar-14
48	48	ing and Analysis Center’’ means the Information 15
49	49	Sharing and Analysis Center referenced in section 16
50	50	1435(d) of the Safe Drinking Water Act (42 U.S.C. 17
51	51	300i–4(d)). 18

53	53	STABLISHMENT.—Not later than 1 year after 19
54	54	the date of enactment of this Act, the Administrator of 20
55	55	the Environmental Protection Agency shall develop and 21
56	56	carry out a program— 22
57	57	(1) to encourage, support, and maintain the 23
58	58	participation of community water systems, treatment 24

62	62	works, and other appropriate entities in the Water 1
63	63	Information Sharing and Analysis Center; 2
64	64	(2) to offset costs incurred by community water 3
65	65	systems and treatment works that are necessary to 4
66	66	maintain or initiate membership in the Water Infor-5
67	67	mation Sharing and Analysis Center; 6
68	68	(3) to expand the cooperation and coordination 7
69	69	of the Environmental Protection Agency with the 8
70	70	Water Information Sharing and Analysis Center 9
71	71	with respect to incident data collection and analysis 10
72	72	of water sector-related threats; and 11
73	73	(4) to enhance the tools, resources, and mate-12
74	74	rials of the Water Information Sharing and Analysis 13
75	75	Center for— 14
76	76	(A) monitoring the status of the water sec-15
77	77	tor; and 16
78	78	(B) enhancing the preparedness of commu-17
79	79	nity water systems and publicly owned treat-18
80	80	ment works to identify, protect against, detect, 19
81	81	respond to, and recover from malevolent acts 20
82	82	(within the meaning of section 1433 of the Safe 21
83	83	Drinking Water Act (42 U.S.C. 300i–2)) or 22
84	84	natural hazards. 23

86	86	UTHORIZATION OF APPROPRIATIONS.—There is 24
87	87	authorized to be appropriated to carry out this section 25
