2424 This Act may be cited as the ‘‘Accountability for Ter-4
2525 rorist Perpetrators of October 7th Act’’. 5

3232 (a) F
3333 INDINGS.—Congress finds the following: 4
3434 (1) Since its founding in 2000 during the sec-5
3535 ond intifada, the Popular Resistance Committees 6
3636 (referred to as the ‘‘PRC’’) has regularly carried out 7
3737 terror attacks against Israelis, Americans, and Pal-8
3838 estinians. 9
3939 (2) The PRC’s ranks include former operatives 10
4040 from Hamas, Palestinian Islamic Jihad, and the 11
4141 Popular Front for the Liberation of Palestine, all of 12
4242 which are designated by the United States as foreign 13
4343 terrorist organizations. 14
4444 (3) The PRC carried out an attack in 2003 on 15
4545 a United States diplomatic convoy that injured a 16
4646 diplomat and killed 3 security guards from the 17
4747 United States. The PRC has also carried out the 18
4848 2004 murder of a pregnant Israeli woman and her 19
4949 4 daughters, aged 11, 9, 7 and 2, and the executions 20
5050 of Palestinians, including the former Palestinian Au-21
5151 thority Gaza security chief. 22
5252 (4) The PRC has been the third-largest terror 23
5353 group in the Gaza strip, after Hamas and Pales-24
5454 tinian Islamic Jihad, since as early as 2011. 25

5858 (5) On October 7, 2023, Hamas, Palestinian Is-1
5959 lamic Jihad, and the Popular Resistance Committees 2
6060 terrorists launched a massive, unprovoked war on 3
6161 Israel by air, land, and sea, including firing thou-4
6262 sands of rockets, resulting in the deaths of 1,200 in-5
6363 nocent Israelis, Americans, and others, the abduc-6
6464 tion of 250 hostages, and widespread torture and 7
6565 sexual violence. 8
6666 (6) On October 7, 2023, the PRC issued a 9
6767 statement claiming responsibility for participating in 10
6868 the terrorist attack against Israel alongside Hamas 11
6969 and their affiliates, including the kidnap of IDF sol-12
7070 diers, and posted photos of items taken from soldiers 13
7171 killed and captured by the group as evidence. 14
7272 (7) On October 8, 2023, the PRC issued a 15
7373 statement claiming responsibility for dispatching ka-16
7474 mikaze drones during the attack on Israel. 17
7575 (b) I
7676 NGENERAL.—On and after the date that is 90 18
7777 days after the date of enactment of this Act, the President 19
7878 shall impose the measures described in subsection (d) with 20
7979 respect to— 21
8080 (1) the Popular Resistance Committees; 22
8181 (2) any foreign person that is an official, agent, 23
8282 or affiliate of a foreign person described in para-24
8383 graph (1); 25

8888 trolled by a foreign person described in paragraph 2

9292 brella of the Popular Resistance Committees or any 6
9393 other person described in this subsection. 7

9595 ANCTIONSDESCRIBED.—The sanctions de-8

102102 dent shall exercise all of the powers granted to 13
103103 the President under the International Emer-14
104104 gency Economic Powers Act (50 U.S.C. 1701 et 15
105105 seq.) to the extent necessary to block and pro-16
106106 hibit all transactions in property and interests 17
107107 in property of the person if such property and 18
108108 interests in property are in the United States, 19
109109 come within the United States, or are or come 20
110110 within the possession or control of a United 21
111111 States person. 22

124124 (I) inadmissible to the United 7

126126 (II) ineligible to receive a visa or 9
127127 other documentation to enter the 10

167167 States to comply with the Agreement regarding 17
168168 the Headquarters of the United Nations, signed 18
169169 at Lake Success June 26, 1947, and entered 19
170170 into force November 21, 1947, between the 20
171171 United Nations and the United States, or other 21
172172 applicable international obligations. 22

184184 ENALTIES.—The penalties provided for in sub-4
185185 sections (b) and (c) of section 206 of the International 5
186186 Emergency Economic Powers Act (50 U.S.C. 1705) shall 6
187187 apply to a person that violates, attempts to violate, con-7
188188 spires to violate, or causes a violation of this section, regu-8
189189 lations promulgated to carry out this section, or the sanc-9
190190 tions imposed pursuant to this section to the same extent 10
191191 that such penalties apply to a person that commits an un-11
192192 lawful act described in section 206(a) of that Act. 12

194194 MPLEMENTATION AUTHORITY.—The President 13
195195 may exercise all authorities provided to the President 14
196196 under sections 203 and 205 of the International Emer-15
197197 gency Economic Powers Act (50 U.S.C. 1702 and 1704) 16
198198 for purposes of carrying out this section. 17
199199 (f) W
200200 AIVER.—The President may, for one or more 18
201201 periods of not more than 180 days each, waive the applica-19
202202 tion of sanctions or restrictions imposed with respect to 20
203203 a foreign person under this section if the President cer-21
204204 tifies to the appropriate congressional committees, not 22
205205 later than 15 days before such waiver takes effect, that 23
206206 the waiver is vital to the national security interests of the 24
207207 United States. 25

211211 (g) TERMINATION.—Sanctions under this section 1
212212 may be terminated with respect to any foreign person if 2
213213 the President certifies to the appropriate congressional 3
214214 committees that— 4
215215 (1) such foreign person is no longer engaging in 5
216216 acts of terrorism, as such term is defined for pur-6
217217 poses of Executive Order No. 13224 (relating to 7
218218 blocking property and prohibiting transactions with 8
219219 persons who commit, threaten to commit, or support 9
220220 terrorism); or 10
221221 (2) with respect to a foreign person that is an 11
222222 entity, such entity has disbanded. 12
223223 SEC. 3. REPORT ON THE DESIGNATION OF THE LION’S DEN 13
224224 AND THE POPULAR RESISTANCE COMMIT-14
225225 TEES AS SPECIALLY DESIGNATED GLOBAL 15
226226 TERRORISTS. 16

229229 (1) Since its founding in 2022, Lion’s Den has 18
230230 carried out a number of terror attacks including 19
231231 over 61 shooting attacks against Israeli soldiers and 20
232232 civilians. 21
233233 (2) The group’s ranks include former operatives 22
234234 from Hamas, Palestinian Islamic Jihad, and the 23
235235 Popular Front for the Liberation of Palestine, all of 24

246246 EPORT REQUIRED .—Not later than 90 6
247247 days after the date of the enactment of this Act, the 7
248248 Secretary of State shall submit to the appropriate 8
249249 committees of Congress— 9
250250 (A) a detailed report on whether— 10
251251 (i) the Lion’s Den meets the criteria 11
252252 for designation as a Specially Designated 12
253253 Global Terrorist pursuant to Executive 13
254254 Order No. 13224 (relating to blocking 14
255255 property and prohibiting transactions with 15
256256 persons who commit, threaten to commit, 16
257257 or support terrorism) and the criteria for 17
258258 designation as a foreign terrorist organiza-18
259259 tion as set forth in section 219 of the Im-19
260260 migration and Nationality Act (8 U.S.C. 20
261261 1189); and 21
262262 (ii) the Popular Resistance Commit-22
263263 tees meet as a Specially Designated Global 23
264264 Terrorist pursuant to Executive Order No. 24
265265 13224; and 25

275275 (1) shall be submitted in unclassified form, but may 6
276276 include a classified annex. 7

278278 NGOINGDETERMINATIONS REQUIRED.—Not 8
279279 later than 1 year after the date of the enactment of this 9
280280 Act, and every 2 years thereafter, the Secretary of State 10
281281 shall submit to the appropriate committees of Congress 11
282282 a report that— 12
283283 (1) identifies each new entity operating under 13
284284 the umbrella of the Popular Resistance Committees 14
285285 or any successor of the Popular Resistance Commit-15
286286 tees; 16
287287 (2) includes a determination whether each such 17
288288 entity meets the criteria— 18
289289 (A) for designation as a Specially Des-19
290290 ignated Global Terrorist pursuant to Executive 20
291291 Order No. 13224 (relating to blocking property 21
292292 and prohibiting transactions with persons who 22
293293 commit, threaten to commit, or support ter-23
294294 rorism); 24

307307 fied pursuant to paragraph (1), a detailed justifica-10
308308 tion as to which criteria for such designation or im-11

310310 SEC. 4. APPROPRIATE COMMITTEES OF CONGRESS DE-13
311311 FINED. 14
312312 In this Act, the term ‘‘appropriate committees of 15
313313 Congress’’ means— 16
314314 (1) the Committee on Foreign Relations and 17
315315 the Committee on the Judiciary of the Senate; and 18
316316 (2) the Committee on Foreign Affairs and the 19
317317 Committee on the Judiciary of the House of Rep-20
318318 resentatives. 21
