2323 SECTION 1. SHORT TITLE. 3
2424 This Act may be cited as the ‘‘Cellphone Jamming 4
2525 Reform Act of 2025’’. 5
2626 SEC. 2. LIMITATION ON FCC AUTHORITY. 6

3232 (1) the term ‘‘Commission’’ means the Federal 1
3333 Communications Commission; 2
3434 (2) the term ‘‘correctional facility’’ means a jail, 3
3535 prison, penitentiary, or other correctional facility; 4
3636 and 5
3737 (3) the term ‘‘jamming system’’— 6
3838 (A) means a system of radio signal gener-7
3939 ating and processing equipment and antennas 8
4040 designed to disrupt, prevent, interfere with, or 9
4141 jam a wireless communication into, from, or 10
4242 within a correctional facility; and 11
4343 (B) includes the components and 12
4444 functionality of a system described in subpara-13
4545 graph (A), such as— 14
4646 (i) antennas, cabling, and cable ele-15
4747 ments; 16
4848 (ii) the installation, interconnection, 17
4949 and operation of system elements, power 18
5050 levels, and radio frequencies carried on the 19
5151 cables or fed into antennas; 20
5252 (iii) the radiation pattern of the an-21
5353 tennas; and 22
5454 (iv) the location and orientation of the 23
5555 antennas. 24

6161 (1) IN GENERAL.—Notwithstanding any other 1
6262 provision of law or regulation, and subject to para-2
6363 graph (2), the Commission may not prevent a State 3
6464 or Federal correctional facility from operating a 4
6565 jamming system within the correctional facility to 5
6666 prevent, jam, or otherwise interfere with a wireless 6
6767 communication that is sent— 7
6868 (A) to or from a contraband device in the 8
6969 facility; or 9
7070 (B) by or to an individual held in the facil-10
7171 ity. 11

7373 EQUIREMENTS.—With respect to a jam-12
7474 ming system described in paragraph (1)— 13
7575 (A) the operation of the system shall be 14
7676 limited to the housing facilities of the correc-15
7777 tional facility in which the system is located; 16
7878 (B) if the correctional facility that operates 17
7979 the system is a State correctional facility, the 18
8080 State that operates the correctional facility 19
8181 shall be responsible for funding the entire cost 20
8282 of the system, including the operation of the 21
8383 system; and 22
8484 (C) the correctional facility that operates 23
8585 the system shall— 24
