A BILL 
To direct the Administrator of the Transportation Security 
Administration to update security screening requirements 
for certain covered air carrier operations. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Safer Skies Act of 4
2025’’. 5

SEC. 2. EXPANDING SECURITY SCREENING REQUIREMENTS 1
FOR CERTAIN COVERED AIR CARRIER OPER-2
ATIONS. 3
(a) I
NGENERAL.—Not later than 360 days after the 4
date of the enactment of this Act, all covered air carrier 5
operations shall be subject to section 1544.101(a) of title 6
49, Code of Federal Regulations (or successor regulation) 7
(commonly known as the ‘‘Aircraft Operator Standard Se-8
curity Program’’). 9
(b) R
EQUIREMENTS.—The Administrator of the 10
Transportation Security Administration shall revise any 11
rules, guidance, or policies of such Administration to com-12
ply with the requirements in this section. 13
(c) C
OVEREDAIRCARRIEROPERATIONSDE-14
FINED.—The term ‘‘covered air carrier operations’’ means 15
air carrier operations that— 16
(1) operate under parts 135 and 380 of title 17
14, Code of Federal Regulations; 18
(2) conduct common carriage passenger-car-19
rying operations for compensation or hire for which 20
the certificate holder or a representative of such cer-21
tificate holder— 22
(A) offers individual seats in advance; and 23
(B) provides publicly available schedules 24
that include the departure location, departure 25
time, and arrival location of operations; 26

(3) operate airplanes with a passenger-seat con-1
figuration of more than nine seats; and 2
(4) do not enplane or deplane in a checkpoint 3
managed by the Transportation Security Adminis-4
tration. 5
