Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Restoring Temporary 4
to TANF Act’’. 5

SEC. 2. SET-ASIDE OF FUNDS FOR CORE WORK PURPOSES. 1
(a) I
NGENERAL.—Section 408(a) of the Social Secu-2
rity Act (42 U.S.C. 608(a)) is amended by adding at the 3
end the following: 4
‘‘(13) R
EQUIREMENT TO EXPEND FUNDS FOR 5
CORE WORK ACTIVITIES.—A State to which a grant 6
is made under section 403(a)(1) for a fiscal year 7
shall expend not less than 25 percent of the grant 8
amount on work supports, education and training, 9
apprenticeships, non-recurring short term benefits, 10
work activities (as defined in section 407(d)), and 11
case management needed to assist individuals with 12
developing an individual responsibility plan pursuant 13
to subsection (b) of this section.’’. 14
(b) E
FFECTIVEDATE.—The amendment made by 15
subsection (a) shall take effect on October 1, 2026. 16
