partment portion of the pre-trip vehicle inspection skills
testing requirement for school bus drivers, and for other
purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. PERMANENT EXTENSION OF EXEMPTION FROM 3
UNDER-THE-HOOD INSPECTION TESTING RE-4
QUIREMENT FOR SCHOOL BUS DRIVERS. 5
(a) I
NGENERAL.—The Secretary of Transportation 6
shall make permanent the exemption relating to pre-trip 7

vehicle inspection skills test requirements for certain 1
school bus drivers, as published in the Federal Register 2
on December 2, 2024 (89 Fed. Reg. 95348), including the 3
terms and conditions of the exemption described in para-4
graphs 2., 3., 4., 5., and 6. of section VII. B. of the notice 5
granting the exemption (89 Fed. Reg. 95351). 6
(b) R
EPORTING.—For the 6-year period beginning on 7
the date of enactment of this Act, the Secretary of Trans-8
portation shall require any State that participates in the 9
exemption described in subsection (a) to submit to the 10
Secretary an annual report for each those 6 years describ-11
ing the number of drivers that obtain a commercial driv-12
ers’ license under such exemption. 13
