79	79	Be it enacted by the Senate and House of Representa-1
80	80	tives of the United States of America in Congress assembled, 2
81	81	SECTION 1. SHORT TITLE. 3
82	82	This Act may be cited as the ‘‘Raise the Age Act of 4
83	83	2025’’. 5
84	84	SEC. 2. PROHIBITION ON FEDERAL FIREARMS LICENSEE 6
85	85	SELLING OR DELIVERING CERTAIN SEMI-7
86	86	AUTOMATIC CENTERFIRE RIFLES OR SEMI-8
87	87	AUTOMATIC CENTERFIRE SHOTGUNS TO A 9
88	88	PERSON UNDER 21 YEARS OF AGE, WITH EX-10
89	89	CEPTIONS. 11
90	90	(a) I
91	91	NGENERAL.—Section 922(b)(1) of title 18, 12
92	92	United States Code, is amended to read as follows: 13
93	93	‘‘(1)(A) any firearm or ammunition to any indi-14
94	94	vidual who the licensee knows or has reasonable 15
95	95	cause to believe has not attained 18 years of age; 16

99	99	‘‘(B) any semiautomatic centerfire rifle or semi-1
100	100	automatic centerfire shotgun that has, or has the ca-2
101	101	pacity to accept, an ammunition feeding device with 3
102	102	a capacity exceeding 5 rounds, to any individual who 4
103	103	the licensee knows or has reasonable cause to believe 5
104	104	has not attained 21 years of age and is not a quali-6
105	105	fied individual; or 7
106	106	‘‘(C) if the firearm or ammunition is not a 8
107	107	semiautomatic centerfire rifle or semiautomatic 9
108	108	centerfire shotgun described in subparagraph (B) 10
109	109	and is other than a shotgun or rifle, or ammunition 11
110	110	for a shotgun or rifle, to any individual who the li-12
111	111	censee knows or has reasonable cause to believe has 13
112	112	not attained 21 years of age;’’. 14

114	114	ONFORMINGAMENDMENT.—Section 922(c)(1) 15
115	115	of such title is amended by striking ‘‘in the case of any 16
116	116	firearm’’ and all that follows through ‘‘eighteen years or 17
117	117	more of age’’ and inserting ‘‘(1) in the case of a semiauto-18
118	118	matic centerfire rifle or semiautomatic centerfire shotgun 19
119	119	that has, or has the capacity to accept, an ammunition 20
120	120	feeding device with a capacity exceeding 5 rounds, I am 21
121	121	at least 21 years of age or a qualified individual (as de-22
122	122	fined in section 921(a)(30) of title 18, United States 23
123	123	Code), (2) in the case of a firearm other than a shotgun, 24
124	124	a rifle, or such a semiautomatic centerfire rifle or semi-25

132	132	UALIFIEDINDIVIDUAL DEFINED.—Section 4
133	133	921(a) of such title is amended by adding at the end the 5
134	134	following: 6
135	135	‘‘(38) The term ‘qualified individual’ means— 7
136	136	‘‘(A) a member of the Armed Forces on active 8
137	137	duty; and 9
138	138	‘‘(B) a full-time employee of the United States, 10
139	139	a State, or a political subdivision of a State who in 11
140	140	the course of his or her official duties is authorized 12
141	141	to carry a firearm. 13
142	142	‘‘(39) The term ‘ammunition feeding device’ means 14
143	143	a magazine, belt, drum, feed strip, or similar device, but 15
144	144	does not include an attached tubular device which is only 16
145	145	capable of operating with .22 caliber rimfire ammuni-17
146	146	tion.’’. 18
147	147	SEC. 3. OPERATION OF THE FEDERAL BUREAU OF INVES-19

150	150	EPORT.—Not later than 90 days after the date 21
151	151	of the enactment of this Act, the Director of the Federal 22
152	152	Bureau of Investigation (in this section referred to as the 23
153	153	‘‘FBI’’) shall submit to the Committee on the Judiciary 24
154	154	of the Senate and the Committee on the Judiciary of the 25
