5050 NGENERAL.—Not later than 90 days after the 20
5151 date of the enactment of this Act, the Assistant Secretary, 21
5252 in coordination with the Secretary of Commerce and the 22
5353 Secretary of State, shall seek to engage the authorities 23
5454 of Taiwan with respect to expanding cooperation between 24

6161 OOPERATIONEFFORTS.— 3
6262 (1) I
6363 N GENERAL.—In seeking to expand co-4
6464 operation under subsection (a), the Assistant Sec-5
6565 retary, consistent with the Taiwan Relations Act (22 6
6666 U.S.C. 3301 et seq.) and applicable export regula-7
6767 tions, shall carry out efforts to identify and pursue 8
6868 opportunities for— 9
6969 (A) enhancing travel between the United 10
7070 States and Taiwan; and 11
7171 (B) strengthening the tourism industries of 12
7272 both the United States and Taiwan in areas of 13
7373 mutual benefit to the United States and the au-14
7474 thorities of Taiwan, including by— 15
7575 (i) facilitating events and coordination 16
7676 between travel and tourism industry part-17
7777 ners, the United States, and the authori-18
7878 ties of Taiwan, including hotel accommoda-19
7979 tions, restaurant or foodservice, the small 20
8080 business or retail sector, travel distribution 21
8181 services, the attractions and recreation sec-22
8282 tor (including outdoor recreation) city con-23
8383 vention and visitors’ bureaus, State tour-24
8484 ism offices, the commercial and private 25

8989 and sea passenger transportation sector, 2
9090 and other industry partners, as determined 3
9191 by the Assistant Secretary; 4
9292 (ii) advising on the preservation and 5
9393 incentivization of travel to interact with 6
9494 cultural heritage, artifacts, and landmarks; 7
9595 (iii) coordinating on the safety and se-8
9696 curity of international visitors; and 9
9797 (iv) conducting activities of mutual 10
9898 benefit relating to travel and tourism. 11

100100 ROTECTION OF SENSITIVE AND PROPRI -12
101101 ETARY INFORMATION AND ECONOMIC INTERESTS OF 13
102102 THE UNITED STATES .—In carrying out the efforts 14
103103 and activities described in paragraph (1), the Assist-15
104104 ant Secretary, the Secretary of Commerce, and Sec-16
105105 retary of State shall take all appropriate measures 17
106106 to protect sensitive information, intellectual prop-18
107107 erty, trade secrets, and the economic interests of the 19
108108 United States. 20

112112 EQUIREMENT.—Not later than 270 days 22
113113 after the date of the enactment of this Act, and an-23
114114 nually thereafter for the subsequent five years, the 24
115115 Assistant Secretary, the Secretary of Commerce, and 25

120120 to the appropriate congressional committees that de-2
121121 scribes the implementation of this section. 3

123123 LEMENTS.—Each report required under 4
124124 paragraph (1) shall include— 5
125125 (A) a description of the cooperation efforts 6
126126 and activities carried out pursuant to sub-7
127127 section (b)(1); 8
128128 (B) the identification of any challenge or 9
129129 resource gap that needs to be addressed to ex-10
130130 pand cooperation between the United States 11
131131 and the authorities of Taiwan with respect to 12
132132 travel and tourism; and 13
133133 (C) any other matter the Assistant Sec-14
134134 retary, the Secretary of Commerce, or the Sec-15
135135 retary of State considers relevant. 16
136136 SEC. 4. REPORT ON PRECLEARANCE FACILITIES IN TAI-17
137137 WAN. 18
138138 Not later than 180 days after the date of the enact-19
139139 ment of this Act, the Secretary of Homeland Security, in 20
140140 consultation with the Secretary of Commerce and the Sec-21
141141 retary of State, shall submit a report to the appropriate 22
142142 congressional committees that— 23

149149 (2) describes the plan for the establishment of 4
150150 a preclearance facility in Taiwan or in other loca-5
151151 tions in the Indo-Pacific region; 6
152152 (3) assesses the impacts that preclearance oper-7
153153 ations in Taiwan will have on— 8
154154 (A) trade between the United States and 9
155155 Taiwan, including the impact on established 10
156156 supply chains; 11
157157 (B) the tourism industry in the United 12
158158 States, including the potential impact on rev-13
159159 enue and tourist-related commerce; 14
160160 (C) United States and foreign passengers 15
161161 traveling to the United States for business-re-16
162162 lated activities; 17
163163 (D) cost savings and potential market ac-18
164164 cess from expanding operations into the Indo- 19
165165 Pacific region; 20
166166 (E) opportunities for government-to-gov-21
167167 ernment collaboration available in Taiwan after 22
168168 preclearance operations are established; 23
