A BILL 
To establish clear and consistent biological definitions of 
male and female. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Defining Male and Fe-4
male Act of 2025’’. 5
SEC. 2. DEFINITION OF ‘‘SEX’’, ‘‘MALE’’, ‘‘FEMALE’’, AND RE-6
LATED TERMS. 7
Chapter 1 of title 1, United States Code, is amended 8
by adding at the end the following: 9

‘‘SEC. 9. DEFINITION OF ‘SEX’, ‘MALE’, ‘FEMALE’, AND RE-1
LATED TERMS. 2
‘‘In determining the meaning of any Act of Congress, 3
or of any ruling, regulation, or interpretation of the var-4
ious departments and Federal agencies of the United 5
States, the term— 6
‘‘(1) ‘boy’ means a minor human male; 7
‘‘(2) ‘father’ means a male parent; 8
‘‘(3) ‘female’, when used to refer to a natural 9
person, means a person belonging, at conception, to 10
the sex characterized by a reproductive system with 11
the biological function of producing eggs (ova); 12
‘‘(4) ‘gender identity’ means an identity that re-13
flects an internal and subjective sense of self, discon-14
nected from biological reality and sex and existing 15
on an indeterminate continuum, and, because such 16
an identity does not provide a meaningful basis for 17
identification for purposes of Federal law, the term 18
shall not be recognized by the Federal Government 19
as a replacement for sex; 20
‘‘(5) ‘girl’ means a minor human female; 21
‘‘(6) ‘male’, when used to refer to a natural 22
person, means a person belonging, at conception, to 23
the biological sex characterized by a reproductive 24
system with the biological function of producing 25
sperm; 26

‘‘(7) ‘man’, except when used as a generic ref-1
erence to human beings, means an adult human 2
male; 3
‘‘(8) ‘mother’ means a female parent; 4
‘‘(9) ‘sex’, when referring to a natural person’s 5
individual’s sex, means the person’s immutable bio-6
logical classification as either male or female, as bio-7
logically determined and defined by this section; and 8
‘‘(10) ‘woman’ means an adult human female.’’. 9
