1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Manager Attitudes and 4
1919 Notions According to Government Employee Responses 5
2020 Act’’ or the ‘‘MANAGER Act’’. 6
2121 SEC. 2. FEDERAL EMPLOYEE MANAGER SURVEYS. 7

2323 NGENERAL.—Section 1128 of the National De-8
2424 fense Authorization Act for Fiscal Year 2004 (Public Law 9
2525 108–136; 5 U.S.C. 7101 note) is amended— 10

3636 N GENERAL.—Each agency shall conduct 6
3737 an annual survey of its managers that shall, in addi-7
3838 tion to the topics covered by the survey under sub-8
3939 section (a), include the following questions: 9
4040 ‘‘(A) I have confidence my agency leader-10
4141 ship will support me if I try to discipline an em-11
4242 ployee. 12
4343 ‘‘(B) I have confidence in the current sys-13
4444 tem to discipline employees. 14
4545 ‘‘(C) I feel supported as a manager. 15
4646 ‘‘(D) I have adequate training regarding 16
4747 how to discipline employees. 17
4848 ‘‘(E) I have adequate time to observe new 18
4949 employees and attempt to correct deficiencies 19
5050 before their probationary period expires. 20
5151 ‘‘(F) I have opted not to attempt to dis-21
5252 cipline an employee over the past year because 22
5353 I have no confidence in the system. 23
5454 ‘‘(G) My input is sought regarding labor 24
5555 negotiations that will impact my work unit. 25

5959 ‘‘(H) I would recommend that a colleague 1
6060 in my agency become a manager if given the 2
6161 option to do so. 3
6262 ‘‘(I) The inability to discipline poor per-4
6363 formers or otherwise bad employees hurts the 5
6464 morale of my work unit. 6
6565 ‘‘(J) Good employees in my work unit have 7
6666 left because of the inability to discipline prob-8
6767 lematic employees. 9
6868 ‘‘(2) R
6969 ESPONSE OPTIONS.—Each survey under 10
7070 paragraph (1) shall include an option to provide nar-11
7171 rative responses to each question required under 12
7272 such paragraph, in addition to any other quan-13
7373 titative or qualitative response options.’’; 14
7474 (3) in subsections (c) and (d), as redesignated 15
7575 by paragraph (1) of this subsection, by striking 16
7676 ‘‘subsection (a)’’ each place it appears and inserting 17
7777 ‘‘subsection (a) or (b)’’; and 18
7878 (4) by amending subsection (e), as so redesig-19
7979 nated, to read as follows: 20

8181 EFINITIONS.—In this section— 21
8282 ‘‘(1) the term ‘agency’ means an Executive 22
8383 agency (as that term is defined in section 105 of 23
8484 title 5, United States Code); and 24

8888 ‘‘(2) the term ‘Federal manager’ means a Fed-1
8989 eral employee who— 2
9090 ‘‘(A) has obtained the grade of GS–13 of 3
9191 the General Schedule or higher; and 4
9292 ‘‘(B) is a supervisor or management offi-5
9393 cial (as those terms are defined in section 7103 6
9494 of such title 5).’’. 7

9696 EQUIREMENTTOUPDATESURVEYS.—Not later 8
9797 than 180 days after the date of the enactment of this Act, 9
9898 the Office of Personnel Management shall update the reg-10
9999 ulations required under subsection (c) of such section 11
100100 1128, as so redesignated, in order to implement the 12
101101 amendments made by this Act. 13
