4141 (1) Domestic factory output has increased by 3
4242 21 percent since June 2009, but manufacturing em-4
4343 ployment has only increased 5 percent during that 5
4444 time, and has been flat since late 2014. 6
4545 (2) As manufacturers leverage new technologies 7
4646 from robotics to distributed control systems to create 8
4747 modern factories and industrial plants, different em-9
4848 ployment requirements have emerged including the 10
4949 need for cybersecurity talent. 11
5050 (3) Leading cybersecurity experts have reported 12
5151 a spike of 250 percent in industrial automation and 13
5252 control system cyber-incidents occurring during the 14
5353 period between 2011 and 2015 and as a result are 15
5454 seeking personnel with knowledge of their industry 16
5555 coupled with knowledge of security technology to 17
5656 prevent their organization from becoming victims of 18
5757 cyber-attacks. 19
5858 SEC. 3. EMPLOYEE CYBERSECURITY EDUCATION. 20

6969 NGENERAL.—For purposes of section 38, the 4

7171 this section for the taxable year is an amount equal to 6
7272 50 percent of the aggregate qualified employee cybersecu-7
7373 rity education expenses paid or incurred by the employer 8
7474 during such taxable year. 9

8686 those specialty areas and work roles that are listed in 19
8787 NCWF Work Roles in the document entitled, ‘NICE Cy-20
8888 bersecurity Workforce Framework (NCWF)’, published by 21
8989 the National Initiative for Cybersecurity Education 22
9090 (NICE) of the National Institute of Standards and Tech-23
9191 nology. 24

142142 ‘‘(A) makes 36 consecutive monthly pay-13
143143 ments on the eligible Federal Direct Loan after 14
144144 the date of the enactment of this section pursu-15
145145 ant to any one or a combination of the fol-16
146146 lowing— 17
147147 ‘‘(i) payments under an income-based 18
148148 repayment plan under section 493C; 19
149149 ‘‘(ii) payments under a standard re-20
150150 payment plan under subsection (d)(1)(A), 21
151151 based on a 10-year repayment period; 22
152152 ‘‘(iii) monthly payments under a re-23
153153 payment plan under subsection (d)(1) or 24

168168 least 12 of such consecutive monthly pay-11
169169 ments is an economically distressed area; 12

171171 ‘‘(ii) that requires that the borrower 14
172172 work in the economically distressed area no 15
173173 less than 60 percent of total work hours. 16

175175 ANCELLATION AMOUNT .—After the con-17
176176 clusion of the employment period described in para-18
177177 graph (1), the Secretary shall cancel the lesser of 19
178178 the following: 20
179179 ‘‘(A) The obligation to repay the balance of 21
180180 principal and interest due as of the time of such 22
181181 cancellation, on the eligible Federal Direct 23
182182 Loans made to the borrower under this part. 24
183183 ‘‘(B) $25,000. 25

225225 lished by section 302 of the Cybersecurity Enhancement 7
226226 Act of 2014 for fiscal year 2026 and each succeeding fiscal 8
227227 year should be not less than double the number of such 9
228228 scholarships awarded for fiscal year 2024. 10

231231 tion 302 of the Cybersecurity Enhancement Act of 2014 12

234234 managers’’ and inserting ‘‘security managers, and 15
235235 cybersecurity course instructors,’’; and 16
236236 (2) in subsection (d), by adding after paragraph 17
237237 (6) the following: 18
238238 ‘‘Such work may include teaching a cybersecurity course 19
239239 for a skill role as defined in the NCWF Work Roles by 20
240240 the National Initiative for Cybersecurity Education 21
241241 (NICE) Cybersecurity Workforce Framework (NCWF) of 22

264264 of the amount expended for such division for fiscal year 18

266266 SEC. 7. CYBERSECURITY TRAINING INCENTIVE FOR GOV-20

269269 NGENERAL.—The head of an executive agency 22
270270 shall award a five percent score increase to each competi-23
271271 tive proposal submitted by a qualified offeror for the eval-24
272272 uation of a competitive proposal received in response to 25

294294 year period preceding the date on which the business 15
