A BILL 
To direct the Federal Communications Commission to estab-
lish a task force to be known as the ‘‘6G Task Force’’, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Future Uses of Tech-4
nology Upholding Reliable and Enhanced Networks Act’’ 5
or the ‘‘FUTURE Networks Act’’. 6
SEC. 2. 6G TASK FORCE. 7
(a) E
STABLISHMENT.—Not later than 120 days after 8
the date of the enactment of this Act, the Commission 9

shall establish a task force to be known as the ‘‘6G Task 1
Force’’. 2
(b) M
EMBERSHIP.— 3
(1) A
PPOINTMENT.—The members of the Task 4
Force shall be appointed by the Chair. 5
(2) C
OMPOSITION.—To the extent practicable, 6
the membership of the Task Force shall be com-7
posed of the following: 8
(A) Representatives of companies in the 9
communications industry, except companies 10
that are determined by the Chair to be not 11
trusted. 12
(B) Representatives of public interest orga-13
nizations or academic institutions, except public 14
interest organizations or academic institutions 15
that are determined by the Chair to be not 16
trusted. 17
(C) Representatives of the Federal Govern-18
ment, State governments, local governments, or 19
Tribal Governments, with at least one member 20
representing each such type of government. 21
(c) R
EPORT.— 22
(1) I
N GENERAL.—Not later than 1 year after 23
the date on which the Task Force is established 24
under subsection (a), the Task Force shall publish 25

in the Federal Register and on the website of the 1
Commission, and submit to the Committee on En-2
ergy and Commerce of the House of Representatives 3
and the Committee on Commerce, Science, and 4
Transportation of the Senate, a report on sixth-gen-5
eration wireless technology, including— 6
(A) the status of industry-led standards- 7
setting bodies in setting standards for such 8
technology; 9
(B) possible uses of such technology identi-10
fied by industry-led standards-setting bodies 11
that are setting standards for such technology; 12
(C) any limitations of such technology (in-13
cluding any supply chain or cybersecurity limi-14
tations) identified by industry-led standards-set-15
ting bodies that are setting standards for such 16
technology; and 17
(D) how to best work with entities across 18
the Federal Government, State governments, 19
local governments, and Tribal Governments to 20
leverage such technology, including with regard 21
to siting, deployment, and adoption. 22
(2) D
RAFT REPORT; PUBLIC COMMENT .—The 23
Task Force shall— 24

(A) not later than 180 days after the date 1
on which the Task Force is established under 2
subsection (a), publish in the Federal Register 3
and on the website of the Commission a draft 4
of the report required by paragraph (1); and 5
(B) accept public comments on such draft 6
and take such comments into consideration in 7
preparing the final version of such report. 8
(d) D
EFINITIONS.—In this section: 9
(1) C
HAIR.—The term ‘‘Chair’’ means the 10
Chair of the Commission. 11
(2) C
OMMISSION.—The term ‘‘Commission’’ 12
means the Federal Communications Commission. 13
(3) N
OT TRUSTED.— 14
(A) I
N GENERAL.—The term ‘‘not trusted’’ 15
means, with respect to an entity, that— 16
(i) the Chair has made a public deter-17
mination that such entity is owned by, con-18
trolled by, or subject to the influence of a 19
foreign adversary; or 20
(ii) the Chair otherwise determines 21
that such entity poses a threat to the na-22
tional security of the United States. 23

RITERIA FOR DETERMINATION .—In 24
making a determination under subparagraph 25

(A)(ii), the Chair shall use the criteria de-1
scribed in paragraphs (1) through (4) of section 2
2(c) of the Secure and Trusted Communica-3
tions Networks Act of 2019 (47 U.S.C. 4
1601(c)), as appropriate. 5
(4) S
TATE.—The term ‘‘State’’ has the mean-6
ing given such term in section 3 of the Communica-7
tions Act of 1934 (47 U.S.C. 153). 8
(5) T
ASK FORCE.—The term ‘‘Task Force’’ 9
means the 6G Task Force established under sub-10
section (a). 11
