1818 tives of the United States of America in Congress assembled, 2
1919 SECTION 1. SHORT TITLE. 3
2020 This Act may be cited as the ‘‘No Sanctions Relief 4
2121 for Terrorists Act’’. 5
2222 SEC. 2. PROHIBITION ON LICENSES AND WAIVERS. 6
2323 (a) I
2424 NGENERAL.—No license or waiver may be 7
2525 granted with respect to any transaction with any foreign 8
2626 person described in subsection (b) unless the President 9

3131 sons have ceased their involvement in terrorism: 2
3232 (1) The Committee on Foreign Affairs and the 3

3535 (2) The Committee on Foreign Relations and 6
3636 the Committee on Banking, Housing, and Urban Af-7
3737 fairs of the Senate. 8

3939 ANCTIONEDPERSONS.—The foreign persons de-9
4040 scribed in this subsection are all Iranian individuals and 10
4141 entities included, as of January 20, 2021, on the list of 11
4242 specially designated nationals and blocked persons main-12
4343 tained by the Office of Foreign Assets Control of the De-13
4444 partment of the Treasury pursuant to Executive Order 14
4545 13224 (66 Fed. Reg. 49079; relating to blocking property 15
4646 and prohibiting transactions with persons who commit, 16
4747 threaten to commit, or support terrorism). 17

4949 ULE OF CONSTRUCTION.—The prohibition 18
5050 under subsection (a) may not be construed to restrict or 19
5151 modify any general license issued by the Office of Foreign 20
5252 Asset Control relating to transactions with persons de-21
5353 scribed in subsection (b), as in effect on January 20, 22
