A BILL
To require the Comptroller General of the United States
to conduct a study on the capability of the Appalachian
Regional Commission to include low-orbit satellites in
broadband projects, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Expanding Appa-4
lachia’s Broadband Access Act’’. 5
SEC. 2. GAO STUDY ON LOW-ORBIT SATELLITES. 6
(a) I
NGENERAL.—Not later than 90 days after the 7
date of enactment of this section, the Comptroller General 8

of the United States shall conduct, and submit to Con-1
gress the results thereof, a study on the capability of the 2
Appalachian Regional Commission to incorporate low-orbit 3
satellites in broadband projects. 4
(b) R
EQUIREMENTS.—In conducting the study under 5
subsection (a), the Comptroller General shall— 6
(1) review the capacity of low-orbit satellite 7
services to be used for business purposes; 8
(2) evaluate economic development growth in 9
areas that have used low-orbit satellites for busi-10
nesses; and 11
(3) analyze the cost-effectiveness of imple-12
menting broadband satellites for economic develop-13
ment. 14
