25	25	Be it enacted by the Senate and House of Representa-1
26	26	tives of the United States of America in Congress assembled, 2
27	27	SECTION 1. SHORT TITLE. 3
28	28	This Act may be cited as the ‘‘Youth Homelessness 4
29	29	Guaranteed Income Pilot Program Act of 2025’’. 5

34	34	The Congress finds the following: 2
35	35	(1) Each year, an estimated 4,200,000 youth 3
36	36	and young adults experience homelessness in the 4
37	37	United States. 5
38	38	(2) Youth and young adults face many barriers 6
39	39	to safe and stable housing, such as systemic and 7
40	40	structural racism, age discrimination, and a scarce 8
41	41	supply of affordable housing suitable for occupancy. 9
42	42	(3) Black, Indigenous, and other youth and 10
43	43	young adults of color have been systematically ex-11
44	44	cluded from employment opportunities and access to 12
45	45	stable income. 13
46	46	(4) Prior to the COVID–19 pandemic, 1 in 5 14
47	47	young people of color were living in poverty, as op-15
48	48	posed to 1 in 9 young White people, and the impact 16
49	49	of the pandemic has resulted in an exponential wid-17
50	50	ening of the inequity faced by Black, Indigenous, 18
51	51	and other youth and young adults of color when 19
52	52	seeking safe housing and careers of their choice with 20
53	53	stable income. 21
54	54	(5) Full-time minimum-wage earners cannot af-22
55	55	ford the average cost of a 2-bedroom apartment any-23
56	56	where in the United States. 24
57	57	(6) The changing nature of the economy—in-25
58	58	cluding the growth of the ‘‘gig economy’’ in which 26

66	66	prevent upward economic mobility, especially among 5
67	67	young adults. 6
68	68	SEC. 3. DEFINITIONS. 7
69	69	In this Act: 8
70	70	(1) A
71	71	PPROPRIATE CONGRESSIONAL COMMIT -9
72	72	TEES.—The term ‘‘appropriate congressional com-10
73	73	mittees’’ means— 11
74	74	(A) the Committee on Financial Services 12
75	75	of the House of Representatives; 13

113	113	meaning given that term in section 103 of the 17
114	114	McKinney-Vento Homeless Assistance Act (42 18

116	116	youths as defined in section 725 of such Act (42 20
117	117	U.S.C. 11434a). 21

120	120	term ‘‘low-income geographic area’’ has the meaning 23
121	121	given that term in section 351 of the Small Business 24

159	159	NGENERAL.—The Secretary shall establish a 3
160	160	program, entitled the ‘‘Youth Homelessness Guaranteed 4
161	161	Income Pilot Program’’, to provide housing assistance to 5
162	162	certain eligible individuals in accordance with this section. 6

164	164	REPARATION.—Within 2 years after the date of 7
165	165	the enactment of this Act: 8
166	166	(1) D
167	167	ATABASE OF HOMELESS INDIVIDUALS .— 9
168	168	(A) C
169	169	REATION OF DATABASE .—The Sec-10
170	170	retary shall create a database of individuals 11
171	171	who are homeless while living in the United 12
172	172	States containing the information described in 13
173	173	section 6(b)(1). 14

175	175	LIGIBLE PARTICIPANTS.—Based on 15
176	176	the recommendations issued by the Council 16
177	177	under section 6(b)(1), the Secretary— 17
178	178	(i) shall make reasonable efforts using 18
179	179	reliable sources to identify homeless indi-19
180	180	viduals for inclusion in the database; and 20
181	181	(ii) may communicate recommenda-21
182	182	tions to the Secretary of Agriculture, the 22
183	183	Secretary of Education, or the Secretary of 23
184	184	Housing and Urban Development with re-24
185	185	spect to the prescription of regulations de-25
186	186	scribed in subparagraph (C). 26

194	194	regulations requiring a recipient of funds or 5
195	195	other assistance under the McKinney-Vento 6
196	196	Homeless Assistance Act (42 U.S.C. 11301– 7
197	197	11435)— 8
198	198	(i) to make reasonable efforts to iden-9
199	199	tify homeless individuals who receive bene-10
200	200	fits or assistance provided through the 11
201	201	funds; and 12
202	202	(ii) to submit sufficient information to 13
203	203	the Secretary for the homeless individuals 14
204	204	to be listed in the database. 15

206	206	EQUIREMENTS FOR DATABASE IN -16
207	207	FORMATION.—The Secretary— 17
208	208	(i) shall verify the accuracy of the in-18
209	209	formation in the database; 19
210	210	(ii) shall include in the database, with 20
211	211	respect to each individual listed in the 21
212	212	database, only the information necessary 22
213	213	to— 23

224	224	any information about the citizenship sta-8
225	225	tus, immigration status, or Social Security 9
226	226	number of any individual listed in the 10
227	227	database. 11

229	229	EPORT TO CONGRESS ON THE DATA -12
230	230	BASE.—The Secretary shall submit a written 13
231	231	report to the appropriate congressional commit-14
232	232	tees describing the process used to create the 15
233	233	database. 16

235	235	ELECTION OF PILOT PROGRAM PARTICI -17
236	236	PANTS.— 18

238	238	RITERIA.—The Secretary, in coordi-19
239	239	nation with the External Partner and the Coun-20
240	240	cil, shall develop criteria for the selection of 21
241	241	pilot program participants that are— 22
242	242	(i) consistent with the objectives of 23
243	243	the study described in section 5; 24

254	254	ELECTION.—The Secretary shall se-7
255	255	lect, consistent with the criteria developed 8
256	256	under subparagraph (A), not more than 9
257	257	105,000 individuals listed in the database to 10
258	258	participate in the pilot program, each of whom 11
259	259	shall be— 12
260	260	(i) an emancipated minor; or 13
261	261	(ii) an individual who has attained 18 14
262	262	years of age but not 30 years of age. 15

264	264	MPERMISSIBLE FACTORS .—The Sec-16
265	265	retary may not use citizenship or immigration 17
266	266	status as factors in the selection of pilot pro-18
267	267	gram participants. 19

269	269	ONDITIONS FOR PARTICIPATION IN THE 20
270	270	PILOT PROGRAM.—An individual may not participate 21
271	271	in the pilot program until the individual, in a form 22
272	272	and manner determined by the Secretary— 23
273	273	(A) consents to the disclosure of Federal 24
274	274	and State income tax return information of the 25

287	287	ROVISION OFASSISTANCE.— 9

289	289	URATION.—The Secretary shall provide 10
290	290	the assistance described in this subsection to the 11
291	291	pilot program participants for 36 consecutive 12
292	292	months. 13

294	294	SSISTANCE AVAILABLE TO ALL PARTICI -14
295	295	PANTS.—Based on the recommendations issued by 15
296	296	the Council under section 6(b)(2), and in consulta-16
297	297	tion with the External Partner, the Secretary shall, 17
298	298	directly or by contract or cooperative agreement, 18
299	299	provide to each participant, appropriate to the cir-19
300	300	cumstances of the participant, the following: 20
301	301	(A) Housing navigation services. 21
302	302	(B) Financial coaching courses. 22
303	303	(C) Workforce development services. 23
304	304	(D) Educational attainment services. 24

327	327	into 2 groups, approximately equal in size 18

332	332	payments pursuant to this paragraph. 23

340	340	payment-receiving group every month for 3

342	342	with each monthly payment in the amount 5
343	343	equal to or the greater of $1,400 or the 6
344	344	adjusted fair market rent cost for the 7
345	345	member involved. 8

347	347	DJUSTED FAIR MARKET RENT 9
348	348	COST.—The Secretary shall determine the 10
349	349	adjusted fair market rent cost for such a 11
350	350	member based on the fair market rent cost 12
351	351	for a 2-bedroom home in the ZIP Code 13
352	352	designated by the member and any modi-14
353	353	fications recommended by the Council 15
354	354	under section 6(b)(4). 16

356	356	UMP SUM PAYMENT PERMITTED 17
357	357	FOR THE 1ST YEAR .—Notwithstanding 18
358	358	clause (i), not more than half of the mem-19
359	359	bers of the payment-receiving group may 20
360	360	elect to receive not more than the first 12 21
361	361	monthly payments under clause (i) in a 22
362	362	single lump sum payment. 23

364	364	ORMS OF PAYMENT .—The Secretary 24
365	365	shall make each program payment by whichever 25

377	377	AY OF PAYMENT.—Each member of 8
378	378	the payment-receiving group may elect to re-9
379	379	ceive the monthly payment on the first or last 10
380	380	weekday of the month that is not a legal public 11
381	381	holiday. 12

383	383	RIVACYPROTECTIONS.— 13

385	385	ISCLOSURES PROHIBITED .—A person shall 14
386	386	not disclose any information related to the pilot pro-15
387	387	gram, except to the extent permitted by regulations 16
388	388	prescribed under paragraph (2). 17

390	390	EGULATIONS FOR SHARING INFORMA -18
391	391	TION.—The Secretary, in consultation with the 19
392	392	Council and External Partner, may prescribe regula-20
393	393	tions to provide for the sharing of information in the 21
394	394	database, without personal identifiers, with nonprofit 22
395	395	organizations and academic institutions for non-23
396	396	commercial research purposes. 24

400	400	(3) DESTRUCTION OF DATABASE .—The Sec-1
401	401	retary shall destroy the database within 30 days 2
402	402	after the Council terminates. 3

404	404	IOLATIONS.— 4
405	405	(A) Any person who, by virtue of an offi-5
406	406	cial position or affiliation with the Secretary, 6
407	407	the Council, or the External Partner— 7
408	408	(i) has possession of, or access to, any 8
409	409	record containing individually identifiable 9
410	410	information the disclosure of which is pro-10
411	411	hibited by or under this Act; and 11
412	412	(ii) knowingly discloses such a record 12
413	413	to any person or agency not entitled to re-13
414	414	ceive the record, 14
415	415	shall be guilty of a misdemeanor and fined not 15
416	416	more than $25,000. 16
417	417	(B) Any person who knowingly requests or 17
418	418	obtains any record related to the pilot program 18
419	419	from the Secretary, the Council, or the External 19
420	420	Partner under false pretenses shall be guilty of 20
421	421	a misdemeanor and fined not more than 21
422	422	$25,000. 22

424	424	ELATIONSHIP TO OTHERPROGRAMS, BENE-23
425	425	FITS, ANDLAWS.—Notwithstanding any other provision 24
426	426	of law: 25

431	431	the receipt of program payments, may not be consid-2
432	432	ered for the purposes of determining— 3
433	433	(A) the eligibility of a participant for, or 4
434	434	the amount or timing of, any benefit or assist-5
435	435	ance under any Federal program or under any 6
436	436	State or local program financed, in whole or in 7
437	437	part, with Federal funds; or 8
438	438	(B) whether a participant is a public 9
439	439	charge under section 212(a)(4) of the Immigra-10
440	440	tion and Nationality Act (8 U.S.C. 1182(a)(4)) 11
441	441	or section 237(a)(5) of such Act (8 U.S.C. 12
442	442	1227(a)(5)). 13
443	443	(2) For purposes of the Internal Revenue Code 14
444	444	of 1986, gross income shall not include any program 15
445	445	payment to a participant. 16
446	446	(3) Section 401 of the Personal Responsibility 17
447	447	and Work Opportunity Reconciliation Act of 1996 (8 18
448	448	U.S.C. 1611) shall not apply to this Act. 19
449	449	SEC. 5. STUDY. 20
450	450	(a) I
451	451	NGENERAL.—The Secretary shall conduct, in 21
452	452	coordination with the External Partner selected pursuant 22
453	453	to this section, a study on the effects of the pilot program. 23

455	455	BJECTIVES.—The primary objectives of the 24
