2727 SECTION 1. SHORT TITLE. 3
2828 This Act may be cited as the ‘‘Youth Homelessness 4
2929 Guaranteed Income Pilot Program Act of 2025’’. 5

3333 SEC. 2. FINDINGS. 1
3434 The Congress finds the following: 2
3535 (1) Each year, an estimated 4,200,000 youth 3
3636 and young adults experience homelessness in the 4
3737 United States. 5
3838 (2) Youth and young adults face many barriers 6
3939 to safe and stable housing, such as systemic and 7
4040 structural racism, age discrimination, and a scarce 8
4141 supply of affordable housing suitable for occupancy. 9
4242 (3) Black, Indigenous, and other youth and 10
4343 young adults of color have been systematically ex-11
4444 cluded from employment opportunities and access to 12
4545 stable income. 13
4646 (4) Prior to the COVID–19 pandemic, 1 in 5 14
4747 young people of color were living in poverty, as op-15
4848 posed to 1 in 9 young White people, and the impact 16
4949 of the pandemic has resulted in an exponential wid-17
5050 ening of the inequity faced by Black, Indigenous, 18
5151 and other youth and young adults of color when 19
5252 seeking safe housing and careers of their choice with 20
5353 stable income. 21
5454 (5) Full-time minimum-wage earners cannot af-22
5555 ford the average cost of a 2-bedroom apartment any-23
5656 where in the United States. 24
5757 (6) The changing nature of the economy—in-25
5858 cluding the growth of the ‘‘gig economy’’ in which 26

6666 prevent upward economic mobility, especially among 5

159159 NGENERAL.—The Secretary shall establish a 3
160160 program, entitled the ‘‘Youth Homelessness Guaranteed 4
161161 Income Pilot Program’’, to provide housing assistance to 5
162162 certain eligible individuals in accordance with this section. 6

164164 REPARATION.—Within 2 years after the date of 7
165165 the enactment of this Act: 8

167167 ATABASE OF HOMELESS INDIVIDUALS .— 9

169169 REATION OF DATABASE .—The Sec-10
170170 retary shall create a database of individuals 11
171171 who are homeless while living in the United 12
172172 States containing the information described in 13
173173 section 6(b)(1). 14

175175 LIGIBLE PARTICIPANTS.—Based on 15
176176 the recommendations issued by the Council 16
177177 under section 6(b)(1), the Secretary— 17
178178 (i) shall make reasonable efforts using 18
179179 reliable sources to identify homeless indi-19
180180 viduals for inclusion in the database; and 20
181181 (ii) may communicate recommenda-21
182182 tions to the Secretary of Agriculture, the 22
183183 Secretary of Education, or the Secretary of 23
184184 Housing and Urban Development with re-24
185185 spect to the prescription of regulations de-25
186186 scribed in subparagraph (C). 26

191191 TIONS.—The Secretary of Agriculture, the Sec-2
192192 retary of Education, and the Secretary of Hous-3
193193 ing and Urban Development may each prescribe 4
194194 regulations requiring a recipient of funds or 5
195195 other assistance under the McKinney-Vento 6
196196 Homeless Assistance Act (42 U.S.C. 11301– 7
197197 11435)— 8
198198 (i) to make reasonable efforts to iden-9
199199 tify homeless individuals who receive bene-10
200200 fits or assistance provided through the 11
201201 funds; and 12
202202 (ii) to submit sufficient information to 13
203203 the Secretary for the homeless individuals 14
204204 to be listed in the database. 15

206206 EQUIREMENTS FOR DATABASE IN -16
207207 FORMATION.—The Secretary— 17
208208 (i) shall verify the accuracy of the in-18
209209 formation in the database; 19
210210 (ii) shall include in the database, with 20
211211 respect to each individual listed in the 21
212212 database, only the information necessary 22
213213 to— 23

220220 (II) administer the pilot program 4
221221 with the individual as a participant; 5

223223 (iii) may not include in the database 7
224224 any information about the citizenship sta-8
225225 tus, immigration status, or Social Security 9
226226 number of any individual listed in the 10
227227 database. 11

229229 EPORT TO CONGRESS ON THE DATA -12
230230 BASE.—The Secretary shall submit a written 13
231231 report to the appropriate congressional commit-14
232232 tees describing the process used to create the 15
233233 database. 16

235235 ELECTION OF PILOT PROGRAM PARTICI -17
236236 PANTS.— 18

238238 RITERIA.—The Secretary, in coordi-19
239239 nation with the External Partner and the Coun-20
240240 cil, shall develop criteria for the selection of 21
241241 pilot program participants that are— 22
242242 (i) consistent with the objectives of 23
243243 the study described in section 5; 24

249249 (iii) representative of the demo-3
250250 graphics of the population of homeless in-4
251251 dividuals in the United States who have 5
252252 not attained 30 years of age. 6

254254 ELECTION.—The Secretary shall se-7
255255 lect, consistent with the criteria developed 8
256256 under subparagraph (A), not more than 9
257257 105,000 individuals listed in the database to 10
258258 participate in the pilot program, each of whom 11
259259 shall be— 12
260260 (i) an emancipated minor; or 13
261261 (ii) an individual who has attained 18 14
262262 years of age but not 30 years of age. 15

264264 MPERMISSIBLE FACTORS .—The Sec-16
265265 retary may not use citizenship or immigration 17
266266 status as factors in the selection of pilot pro-18
267267 gram participants. 19

269269 ONDITIONS FOR PARTICIPATION IN THE 20
270270 PILOT PROGRAM.—An individual may not participate 21
271271 in the pilot program until the individual, in a form 22
272272 and manner determined by the Secretary— 23
273273 (A) consents to the disclosure of Federal 24
274274 and State income tax return information of the 25

285285 tained by the individual. 8

287287 ROVISION OFASSISTANCE.— 9
288288 (1) D
289289 URATION.—The Secretary shall provide 10
290290 the assistance described in this subsection to the 11
291291 pilot program participants for 36 consecutive 12
292292 months. 13

294294 SSISTANCE AVAILABLE TO ALL PARTICI -14
295295 PANTS.—Based on the recommendations issued by 15
296296 the Council under section 6(b)(2), and in consulta-16
297297 tion with the External Partner, the Secretary shall, 17
298298 directly or by contract or cooperative agreement, 18
299299 provide to each participant, appropriate to the cir-19
300300 cumstances of the participant, the following: 20
301301 (A) Housing navigation services. 21
302302 (B) Financial coaching courses. 22
303303 (C) Workforce development services. 23
304304 (D) Educational attainment services. 24

310310 pant and the rights that the participant would 3

313313 the Council and the External Partner, at the 6
314314 discretion of the Secretary. 7
315315 (G) Assistance in identifying, applying for, 8
316316 and using any service or assistance available to 9
317317 the participant that is funded under the McKin-10
318318 ney-Vento Homeless Assistance Act (42 U.S.C. 11
319319 11301–11435). 12

326326 (i) divide the participants randomly 17
327327 into 2 groups, approximately equal in size 18
328328 and equally representative with respect to 19
329329 the criteria for the selection of partici-20
330330 pants; and 21
331331 (ii) designate 1 group to receive cash 22
332332 payments pursuant to this paragraph. 23

339339 make a payment to each member of the 2
340340 payment-receiving group every month for 3
341341 the duration described in paragraph (1), 4
342342 with each monthly payment in the amount 5
343343 equal to or the greater of $1,400 or the 6
344344 adjusted fair market rent cost for the 7
345345 member involved. 8
346346 (ii) A
347347 DJUSTED FAIR MARKET RENT 9
348348 COST.—The Secretary shall determine the 10
349349 adjusted fair market rent cost for such a 11
350350 member based on the fair market rent cost 12
351351 for a 2-bedroom home in the ZIP Code 13
352352 designated by the member and any modi-14
353353 fications recommended by the Council 15
354354 under section 6(b)(4). 16

356356 UMP SUM PAYMENT PERMITTED 17
357357 FOR THE 1ST YEAR .—Notwithstanding 18
358358 clause (i), not more than half of the mem-19
359359 bers of the payment-receiving group may 20
360360 elect to receive not more than the first 12 21
361361 monthly payments under clause (i) in a 22
362362 single lump sum payment. 23

364364 ORMS OF PAYMENT .—The Secretary 24
365365 shall make each program payment by whichever 25

377377 AY OF PAYMENT.—Each member of 8
378378 the payment-receiving group may elect to re-9
379379 ceive the monthly payment on the first or last 10
380380 weekday of the month that is not a legal public 11
381381 holiday. 12

383383 RIVACYPROTECTIONS.— 13

385385 ISCLOSURES PROHIBITED .—A person shall 14
386386 not disclose any information related to the pilot pro-15
387387 gram, except to the extent permitted by regulations 16
388388 prescribed under paragraph (2). 17

390390 EGULATIONS FOR SHARING INFORMA -18
391391 TION.—The Secretary, in consultation with the 19
392392 Council and External Partner, may prescribe regula-20
393393 tions to provide for the sharing of information in the 21
394394 database, without personal identifiers, with nonprofit 22
395395 organizations and academic institutions for non-23
396396 commercial research purposes. 24

400400 (3) DESTRUCTION OF DATABASE .—The Sec-1
401401 retary shall destroy the database within 30 days 2
402402 after the Council terminates. 3
403403 (4) V
404404 IOLATIONS.— 4
405405 (A) Any person who, by virtue of an offi-5
406406 cial position or affiliation with the Secretary, 6
407407 the Council, or the External Partner— 7
408408 (i) has possession of, or access to, any 8
409409 record containing individually identifiable 9
410410 information the disclosure of which is pro-10
411411 hibited by or under this Act; and 11
412412 (ii) knowingly discloses such a record 12
413413 to any person or agency not entitled to re-13
414414 ceive the record, 14
415415 shall be guilty of a misdemeanor and fined not 15
416416 more than $25,000. 16
417417 (B) Any person who knowingly requests or 17
418418 obtains any record related to the pilot program 18
419419 from the Secretary, the Council, or the External 19
420420 Partner under false pretenses shall be guilty of 20
421421 a misdemeanor and fined not more than 21
422422 $25,000. 22

424424 ELATIONSHIP TO OTHERPROGRAMS, BENE-23
425425 FITS, ANDLAWS.—Notwithstanding any other provision 24
426426 of law: 25

430430 (1) Participation in the pilot program, including 1
431431 the receipt of program payments, may not be consid-2
432432 ered for the purposes of determining— 3
433433 (A) the eligibility of a participant for, or 4
434434 the amount or timing of, any benefit or assist-5
435435 ance under any Federal program or under any 6
436436 State or local program financed, in whole or in 7
437437 part, with Federal funds; or 8
438438 (B) whether a participant is a public 9
439439 charge under section 212(a)(4) of the Immigra-10
440440 tion and Nationality Act (8 U.S.C. 1182(a)(4)) 11
441441 or section 237(a)(5) of such Act (8 U.S.C. 12
442442 1227(a)(5)). 13
443443 (2) For purposes of the Internal Revenue Code 14
444444 of 1986, gross income shall not include any program 15
445445 payment to a participant. 16
446446 (3) Section 401 of the Personal Responsibility 17
447447 and Work Opportunity Reconciliation Act of 1996 (8 18
448448 U.S.C. 1611) shall not apply to this Act. 19
449449 SEC. 5. STUDY. 20
450450 (a) I
451451 NGENERAL.—The Secretary shall conduct, in 21
452452 coordination with the External Partner selected pursuant 22
453453 to this section, a study on the effects of the pilot program. 23
454454 (b) O
455455 BJECTIVES.—The primary objectives of the 24
456456 study shall be— 25

461461 ments on— 2
462462 (A) the housing outcomes of the pilot pro-3
463463 gram participants; 4
464464 (B) the microeconomic outcomes of the 5
465465 participants; 6
466466 (C) the physical and mental health and 7
467467 well-being of the participants; and 8
468468 (D) the social cost attributable to income 9
469469 volatility and homelessness, including through 10
470470 public expenditures for government-provided 11
471471 services in health, education, employment, and 12
472472 childcare; and 13
473473 (2) to evaluate the feasibility of— 14
474474 (A) expanding the pilot program to include 15
475475 more participants in the payment-receiving 16
476476 group; and 17
477477 (B) using direct cash transfers to reduce 18
478478 homelessness in the United States. 19

480480 ELECTION OF THEEXTERNALPARTNER.— 20
481481 (1) I
482482 N GENERAL.—Within 270 days after the 21
483483 date of enactment of this Act, and before complying 22
484484 with section 4(b)(2), the Secretary shall choose an 23
485485 organization with demonstrated experience and ex-24
486486 pertise in mixed-methods experimental design and 25
