14	14	To require Amtrak to install baby changing tables in
15	15	bathrooms on passenger rail cars.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Baby Changing on 4
20	20	Board Act’’. 5
21	21	SEC. 2. INSTALLATION OF BABY CHANGING TABLES ON AM-6
22	22	TRAK TRAINS. 7
23	23	(a) I
24	24	NGENERAL.—Chapter 243 of title 49, United 8
25	25	States Code, is amended by inserting after section 24313 9
26	26	the following: 10

30	30	‘‘§ 24314. Baby changing tables 1
31	31	‘‘(a) D
32	32	EFINITIONS.—In this section: 2
33	33	‘‘(1) ADA-
34	34	COMPLIANT RESTROOM .—The term 3
35	35	‘ADA-compliant restroom’ means a restroom that 4
36	36	complies with the requirements set forth in section 5
37	37	242(a) of the Americans with Disabilities Act of 6
38	38	1990 (42 U.S.C. 12162(a)). 7
39	39	‘‘(2) B
40	40	ABY CHANGING TABLE .—The term ‘baby 8
41	41	changing table’ means an elevated, freestanding 9
42	42	structure generally designed to support and retain a 10
43	43	child with a body weight of up to 30 pounds in a 11
44	44	horizontal position for the purpose of allowing an in-12
45	45	dividual to change the child’s diaper, including pull- 13
46	46	out or drop-down changing surfaces. 14
47	47	‘‘(3) C
48	48	OVERED PASSENGER RAIL TRAIN .—The 15
49	49	term ‘covered passenger rail train’— 16
50	50	‘‘(A) means a passenger rail train that— 17
51	51	‘‘(i) is owned and operated by the Na-18
52	52	tional Railroad Passenger Corporation 19
53	53	(commonly known as ‘Amtrak’); and 20
54	54	‘‘(ii) was solicited for purchase after 21
55	55	the date of the enactment of the Baby 22
56	56	Changing on Board Act for use by Am-23
57	57	trak; and 24
58	58	‘‘(B) does not include any passenger rail 25
59	59	train that Amtrak operates, but does not own. 26

63	63	‘‘(b) BABYCHANGINGTABLES.— 1
64	64	‘‘(1) I
65	65	N GENERAL.—All covered passenger rail 2
66	66	trains shall have a baby changing table in at least 3
67	67	one restroom in each car, including in an ADA-com-4
68	68	pliant restroom. 5
69	69	‘‘(2) S
70	70	IGNAGE.—Each restroom described in 6
71	71	paragraph (1) shall clearly indicate with signage the 7
72	72	presence of a baby changing table and such baby 8
73	73	changing tables shall be clearly identified with sign-9
74	74	age.’’. 10

76	76	LERICALAMENDMENT.—The chapter analysis 11
77	77	for chapter 243 of title 49, United States Code, is amend-12
78	78	ed by inserting after the item relating to section 24313 13
79	79	the following: 14
