1919 This Act may be cited as the ‘‘Baby Changing on 4
2020 Board Act’’. 5
2121 SEC. 2. INSTALLATION OF BABY CHANGING TABLES ON AM-6

2323 (a) I
2424 NGENERAL.—Chapter 243 of title 49, United 8
2525 States Code, is amended by inserting after section 24313 9
2626 the following: 10

3131 ‘‘(a) D
3232 EFINITIONS.—In this section: 2
3333 ‘‘(1) ADA-
3434 COMPLIANT RESTROOM .—The term 3
3535 ‘ADA-compliant restroom’ means a restroom that 4
3636 complies with the requirements set forth in section 5
3737 242(a) of the Americans with Disabilities Act of 6
3838 1990 (42 U.S.C. 12162(a)). 7
3939 ‘‘(2) B
4040 ABY CHANGING TABLE .—The term ‘baby 8
4141 changing table’ means an elevated, freestanding 9
4242 structure generally designed to support and retain a 10
4343 child with a body weight of up to 30 pounds in a 11
4444 horizontal position for the purpose of allowing an in-12
4545 dividual to change the child’s diaper, including pull- 13
4646 out or drop-down changing surfaces. 14
4747 ‘‘(3) C
4848 OVERED PASSENGER RAIL TRAIN .—The 15
4949 term ‘covered passenger rail train’— 16
5050 ‘‘(A) means a passenger rail train that— 17
5151 ‘‘(i) is owned and operated by the Na-18
5252 tional Railroad Passenger Corporation 19
5353 (commonly known as ‘Amtrak’); and 20
5454 ‘‘(ii) was solicited for purchase after 21
5555 the date of the enactment of the Baby 22
5656 Changing on Board Act for use by Am-23
5757 trak; and 24
5858 ‘‘(B) does not include any passenger rail 25
5959 train that Amtrak operates, but does not own. 26

6363 ‘‘(b) BABYCHANGINGTABLES.— 1

6565 N GENERAL.—All covered passenger rail 2
6666 trains shall have a baby changing table in at least 3
6767 one restroom in each car, including in an ADA-com-4
6868 pliant restroom. 5
6969 ‘‘(2) S
7070 IGNAGE.—Each restroom described in 6
7171 paragraph (1) shall clearly indicate with signage the 7
7272 presence of a baby changing table and such baby 8
7373 changing tables shall be clearly identified with sign-9
7474 age.’’. 10

7676 LERICALAMENDMENT.—The chapter analysis 11
7777 for chapter 243 of title 49, United States Code, is amend-12
7878 ed by inserting after the item relating to section 24313 13
7979 the following: 14
