To reauthorize certain programs regarding rural health care.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Improving Care in 4
Rural America Reauthorization Act of 2025’’. 5
SEC. 2. RURAL HEALTH CARE SERVICES OUTREACH, 6
RURAL HEALTH NETWORK DEVELOPMENT, 7
AND SMALL HEALTH CARE PROVIDER QUAL-8
ITY IMPROVEMENT GRANT PROGRAMS. 9

RANTS.—Section 330A(e) of the Public Health Service 11

Act (42 U.S.C. 254c(e)) is amended by adding at the end 1
the following: 2
‘‘(4) U
SE OF FUNDS FOR RURAL UNDERSERVED 3
POPULATIONS.—In awarding a grant under this sub-4
section, the Director shall ensure that the funds 5
made available through the grant will be used, as 6
appropriate— 7
‘‘(A) to meet the health care needs of rural 8
underserved populations in the local community 9
or region to be served; and 10
‘‘(B) for other activities to ensure the rural 11
underserved populations in the local community 12
or region to be served will be involved in the de-13
velopment and ongoing operations of the 14
project.’’. 15

RANTS.—Section 330A(f) of the Public Health Service 17
Act (42 U.S.C. 254c(f)) is amended by adding at the end 18
the following: 19
‘‘(4) U

POPULATIONS.—In awarding a grant under this sub-21
section, the Director shall ensure that the funds 22
made available through the grant will be used, as 23

‘‘(A) to increase access to quality health 1
care services through integrated health care 2
networks for the rural underserved populations 3
in the local community or region to be served; 4
and 5
‘‘(B) for other activities to ensure the rural 6
underserved populations in the local community 7
or region to be served will benefit from and be 8
involved in the planning, development, and on-9
going implementation of the network.’’. 10
(c) R
EAUTHORIZATION.—Section 330A(j) of the Pub-11
lic Health Service Act (42 U.S.C. 254c(j)) is amended by 12
striking ‘‘2021 through 2025’’ and inserting ‘‘2026 13
through 2030’’. 14
