2525 SECTION 1. SHORT TITLE. 3
2626 This Act may be cited as the ‘‘Law Enforcement 4
2727 Training for Mental Health Crisis Response Act of 2025’’. 5

3131 SEC. 2. FINDINGS; PURPOSE. 1
3232 (a) F
3333 INDINGS.—Congress finds the following: 2
3434 (1) Law enforcement and corrections officers 3
3535 routinely respond to emergencies involving individ-4
3636 uals suffering from a mental health crisis. 5
3737 (2) Recent statistics have shown that as many 6
3838 as— 7
3939 (A) 1 in every 10 calls for police response 8
4040 involve a person suffering from a mental illness; 9
4141 (B) 1 in every 4 people killed by police suf-10
4242 fer from a mental health problem; and 11
4343 (C) 1 in 3 people transported to a hospital 12
4444 emergency room for psychiatric reasons are 13
4545 taken by the police. 14
4646 (3) Law enforcement response calls to individ-15
4747 uals suffering from substance use disorder have in-16
4848 creased during the current opioid epidemic. 17
4949 (4) There is a need to ensure that law enforce-18
5050 ment officers have access to proper evidence-based 19
5151 training in responding to mental health crises. 20
5252 (5) Proper training for response to individuals 21
5353 suffering from a mental health crisis can better pro-22
5454 tect the safety of the general public and law enforce-23
5555 ment officers. 24
5656 (6) Law enforcement and corrections officers in 25
5757 the United States can better serve their communities 26

6464 URPOSE.—The purpose of this Act is to provide 3
6565 grants to State, local, and Tribal law enforcement agencies 4
6666 and corrections agencies to obtain behavioral health crisis 5
6767 response training for law enforcement officers and correc-6
6868 tions officers to— 7
6969 (1) better train law enforcement officers and 8
7070 corrections officers to resolve behavioral health crisis 9
7171 situations; 10
7272 (2) reduce the number of law enforcement offi-11
7373 cers and corrections officers killed or injured while 12
7474 responding to a behavioral health crisis; and 13
7575 (3) reduce the number of individuals killed or 14
7676 injured during a behavioral health crisis in which a 15
7777 law enforcement officer or corrections officer re-16
7878 sponds. 17
7979 SEC. 3. LAW ENFORCEMENT TRAINING FOR MENTAL 18

8282 ESERVATION OF FUNDS.—Section 506 of the 20
8383 Omnibus Crime Control and Safe Streets Act of 1968 (34 21
8484 U.S.C. 10157) is amended by adding at the end the fol-22
8585 lowing: 23
8686 ‘‘(c) Of the total amount made available to carry out 24
8787 this subpart for a fiscal year, the Attorney General may 25

103103 RANTSAUTHORIZED.—Subject to the avail-10
104104 ability of appropriations, the Attorney General is author-11
105105 ized to award grants to applicants for— 12
106106 ‘‘(1) law enforcement officers or corrections of-13
107107 ficers to receive training from a program; and 14
108108 ‘‘(2) the cost of transportation and lodging as-15
109109 sociated with law enforcement officers or corrections 16
110110 officers attending such program. 17
111111 ‘‘(b) P
112112 ROGRAMSTANDARDS.—The Attorney General 18
113113 shall establish and publish qualification standards for or-19
114114 ganizations that provide programs. 20
115115 ‘‘(c) A
116116 PPLICATIONS.—The head of an applicant shall 21
117117 submit to the Attorney General an application that— 22
118118 ‘‘(1) shall include— 23

123123 the law enforcement officers or corrections offi-2
124124 cers will complete; 3
125125 ‘‘(B) the total number of law enforcement 4
126126 officers or corrections officers in the agency; 5
127127 ‘‘(C) the number of law enforcement offi-6
128128 cers or corrections officers of the agency that 7
129129 have been killed, or seriously injured while re-8
130130 sponding to a behavioral health crisis during 9
131131 the 5-year period preceding the date of the ap-10
132132 plication; and 11
133133 ‘‘(D) whether the law enforcement officers 12
134134 or corrections officers employed by the agency 13
135135 receive any behavioral health crisis response 14
136136 training, including during basic officer training; 15
137137 and 16
138138 ‘‘(2) in addition to the information required 17
139139 under paragraph (1), may, at the option of the ap-18
140140 plicant, include information relating to— 19
141141 ‘‘(A) recent incidents involving officers of 20
142142 the agency during which behavioral health crisis 21
143143 response training could have played a role in 22
144144 protecting the safety of— 23

149149 public, including the person or persons the 2
150150 law enforcement officers encountered; or 3
151151 ‘‘(ii) the corrections officer or inmates 4
152152 at the correctional facility; and 5
153153 ‘‘(B) estimated cost of attendance of a pro-6
154154 gram per officer. 7
155155 ‘‘(d) R
156156 ESTRICTIONS.— 8
157157 ‘‘(1) S
158158 UPPLEMENTAL FUNDS .—Grant funds 9
159159 shall be used to supplement, and not supplant, 10
160160 State, local, and Tribal funds made available to any 11
161161 applicant for any of the purposes described in sub-12
162162 section (a). 13
163163 ‘‘(2) A
164164 DMINISTRATIVE COSTS.—Not more than 14
165165 3 percent of any grant made under this section may 15
166166 be used for administrative costs. 16
167167 ‘‘(e) R
168168 EPORTS ANDRECORDS.— 17
169169 ‘‘(1) R
170170 EPORTS.—For each year during which 18
171171 grant funds are used, the recipient shall submit to 19
172172 the Attorney General a report containing— 20
173173 ‘‘(A) a summary of any activity carried out 21
174174 using grant funds; 22
175175 ‘‘(B) the number of officers that received 23
176176 training using grant funds; and 24

181181 purpose of this Act that the Attorney General 2
182182 may determine appropriate. 3

184184 ECORDS.—For the purpose of an audit 4
185185 by the Attorney General of the receipt and use of 5
186186 grant funds, a recipient shall— 6
187187 ‘‘(A) keep— 7
188188 ‘‘(i) any record relating to the receipt 8
189189 and use of grant funds; and 9
190190 ‘‘(ii) any other record as the Attorney 10
191191 General may require; and 11
192192 ‘‘(B) make the records described in sub-12
193193 paragraph (A) available to the Attorney General 13
194194 upon request by the Attorney General. 14
195195 ‘‘(f) D
196196 EFINITIONS.—In this section: 15
197197 ‘‘(1) A
198198 PPLICANT.—The term ‘applicant’ means 16
199199 a law enforcement agency or corrections agency that 17
200200 applies for a grant under this section. 18
201201 ‘‘(2) A
202202 TTORNEY GENERAL .—The term ‘Attor-19
203203 ney General’ means the Attorney General, acting 20
204204 through the Assistant Attorney General for the Of-21
205205 fice of Justice Programs. 22
206206 ‘‘(3) G
207207 RANT FUNDS.—The term ‘grant funds’ 23
208208 means funds from a grant awarded under this sec-24
209209 tion. 25

213213 ‘‘(4) LAW ENFORCEMENT AGENCY .—The term 1
214214 ‘law enforcement agency’ means an agency of a 2
215215 State or unit of local government that is authorized 3
216216 by law or by a government agency to engage in or 4
217217 supervise the prevention, detection, investigation, or 5
218218 prosecution of any violation of criminal law. 6
219219 ‘‘(5) P
220220 ROGRAM.—The term ‘program’ means a 7
221221 program or class that— 8
222222 ‘‘(A) provides instructional training to law 9
223223 enforcement officers or corrections officers for 10
224224 response to a behavioral health crisis, including 11
225225 response to people suspected to be under the in-12
226226 fluence of a drug or psychoactive substance, 13
227227 and response to circumstances in which a per-14
228228 son is suspected to be suicidal or experiencing 15
229229 a mental illness; 16
230230 ‘‘(B) includes training on techniques and 17
231231 strategies designed to protect— 18
232232 ‘‘(i) the health and safety of law en-19
233233 forcement officers and the public, including 20
234234 the person or persons a law enforcement 21
235235 officer encounters during a behavioral 22
236236 health crisis response; or 23
237237 ‘‘(ii) the health and safety of correc-24
238238 tions officers and inmates at the correc-25

246246 the inmate; and 5
247247 ‘‘(C) is developed in conjunction with 6
248248 healthcare professionals and people with lived 7
249249 experiences of mental health illness to provide 8
250250 crisis intervention training focused on under-9
251251 standing mental and behavioral health, devel-10
252252 oping empathy, navigating community re-11
253253 sources, de-escalation and communications 12
254254 skills, and practical application training for offi-13
255255 cers. 14
256256 ‘‘(6) R
257257 ECIPIENT.—The term ‘recipient’ means 15
258258 an applicant that receives a grant under this sec-16
259259 tion.’’. 17
