3939 LIGIBLE YOUTH.—The term ‘eligible 12
4040 youth’ means an individual who— 13

4545 ‘‘(ii) an out-of-school youth; or 18

6767 ARGINALIZED.—The term ‘marginalized’, 7

6969 uals who are homeless, in foster care, involved in the 9
7070 juvenile or criminal justice system, or are not en-10
7171 rolled in or at risk of dropping out of an educational 11
7272 institution and who live in an underserved commu-12
7373 nity that has faced trauma through acute or long- 13
7474 term exposure to substantial discrimination, histor-14
7575 ical or cultural oppression, intergenerational poverty, 15
7676 civil unrest, a high rate of violence, or a high rate 16
7777 of drug overdose mortality. 17

7979 UBSIDIZED EMPLOYMENT .—The term 18
8080 ‘subsidized employment’ means employment for 19
8181 which the employer receives a total or partial sub-20
8282 sidy to offset costs of employing an eligible youth 21

135135 ‘‘SEC. 176B. SUMMER EMPLOYMENT COMPETITIVE GRANT 16

141141 able under 176A(a)(1), the Secretary shall award, 20
142142 on a competitive basis, planning and implementation 21

145145 ENERAL USE OF FUNDS .—The Secretary 23
146146 shall award the grants to assist eligible entities by 24
147147 paying for the program share of the cost of— 25

161161 LANNING GRANTS.—The Secretary may 9
162162 award a planning grant under this section for a 1- 10
163163 year period, in an amount of not more than 11
164164 $250,000. 12
165165 ‘‘(2) I
166166 MPLEMENTATION GRANTS .—The Sec-13
167167 retary may award an implementation grant under 14
168168 this section for a 3-year period, in an amount of not 15
169169 more than $6,000,000. 16

171171 LIGIBLEENTITIES.— 17

173173 N GENERAL.—To be eligible to receive a 18
174174 planning or implementation grant under this section, 19
175175 an entity shall— 20
176176 ‘‘(A) be a— 21
177177 ‘‘(i) State, local government, or Indian 22
178178 tribe or tribal organization, that meets the 23
179179 requirements of paragraph (2); or 24

190190 OVERNMENT PARTNERSHIPS .—An entity 7
191191 that is a State, local government, or Indian tribe or 8
192192 tribal organization referred to in paragraph (1) shall 9
193193 demonstrate that the entity has entered into a part-10
194194 nership with State, local, or tribal entities— 11
195195 ‘‘(A) that shall include— 12
196196 ‘‘(i) a local educational agency or trib-13
197197 al educational agency (as defined in section 14
198198 6132 of the Elementary and Secondary 15
199199 Education Act of 1965 (20 U.S.C. 7452)); 16
200200 ‘‘(ii) a local board or tribal workforce 17
201201 development agency; 18
202202 ‘‘(iii) a State, local, or tribal agency 19
203203 serving youth under the jurisdiction of the 20
204204 juvenile justice system or criminal justice 21
205205 system; 22
206206 ‘‘(iv) a State, local, or tribal child wel-23
207207 fare agency; 24

214214 seling services, and trauma-informed 4
215215 and gender-responsive trauma preven-5
216216 tion, identification, referral, and sup-6
217217 port (including treatment) services; 7
218218 and 8
219219 ‘‘(II) a proven track record of 9
220220 serving low-income vulnerable youth 10
221221 and out-of-school youth; 11
222222 ‘‘(vi) if the State, local government, or 12
223223 Indian tribe or tribal organization is seek-13
224224 ing an implementation grant, and has not 14
225225 established a summer youth employment 15
226226 program, an entity that is carrying out a 16
227227 State, local, or tribal summer youth em-17
228228 ployment program; and 18
229229 ‘‘(vii) an employer or employer asso-19
230230 ciation; and 20
231231 ‘‘(B) that may include— 21
232232 ‘‘(i) an institution of higher education 22
233233 or tribal college or university; 23
234234 ‘‘(ii) a representative of a labor or 24
235235 labor-management organization; 25

242242 Act of 1974 (42 U.S.C. 5601 et seq.) or 4
243243 section 212 of the Second Chance Act of 5
244244 2007 (42 U.S.C. 17532); 6
245245 ‘‘(iv) a collaborative applicant as de-7
246246 fined in section 401 of the McKinney- 8
247247 Vento Homeless Assistance Act (42 U.S.C. 9
248248 11360) or a private nonprofit organization 10
249249 that serves homeless individuals and house-11
250250 holds (including such an applicant or orga-12
251251 nization that serves individuals or house-13
252252 holds that are at risk of homelessness in 14
253253 tribal areas) or serves foster youth; 15
254254 ‘‘(v) an entity that carries out a pro-16
255255 gram funded under the Carl D. Perkins 17
256256 Career and Technical Education Act of 18
257257 2006 (20 U.S.C. 2301 et seq.), including 19
258258 Native American programs funded under 20
259259 section 116 of that Act (20 U.S.C. 2326) 21
260260 and tribally controlled postsecondary ca-22
261261 reer and technical institution programs 23
262262 funded under section 117 of that Act (20 24
263263 U.S.C. 2327); 25

277277 ferred to in paragraph (1) shall demonstrate that 10
278278 the organization has entered into a partnership with 11

280280 ‘‘(A) that shall include— 13
281281 ‘‘(i) a unit of general local government 14
282282 or tribal government; 15
283283 ‘‘(ii) an agency described in para-16
284284 graph (2)(A)(i); 17
285285 ‘‘(iii) a local board or tribal workforce 18
286286 development agency; 19
287287 ‘‘(iv) a State, local, or tribal agency 20
288288 serving youth under the jurisdiction of the 21
289289 juvenile justice system or criminal justice 22

291291 ‘‘(v) a State, local, or tribal child wel-24

303303 ciation; and 8
304304 ‘‘(B) that may include one or more entities 9
305305 described in paragraph (2)(B). 10

317317 ments specified in subsection (d); and 20
318318 ‘‘(ii) has not received a grant under 21

327327 may award an implementation grant under 2
328328 this section to an eligible entity that— 3
329329 ‘‘(I) has received a planning 4
330330 grant under this section; or 5
331331 ‘‘(II) has established a summer 6
332332 youth employment program and dem-7
333333 onstrates a minimum level of capacity 8
334334 to enhance or expand the summer 9
335335 youth employment program described 10
336336 in the application submitted under 11
337337 subsection (d). 12
338338 ‘‘(ii) C
339339 APACITY.—In determining 13
340340 whether an entity has the level of capacity 14
341341 referred to in clause (i)(II), the Secretary 15
342342 may include as capacity— 16
343343 ‘‘(I) the entity’s staff capacity 17
344344 and staff training to deliver youth em-18
345345 ployment services; and 19
346346 ‘‘(II) the entity’s existing youth 20
347347 employment services (as of the date of 21
348348 submission of the application sub-22
349349 mitted under subsection (d)) that are 23
350350 consistent with the application. 24
351351 ‘‘(d) A
352352 PPLICATION.— 25

356356 ‘‘(1) IN GENERAL.—Except as provided in para-1
357357 graph (2), an eligible entity desiring to receive a 2
358358 grant under this section for a summer youth employ-3
359359 ment program shall submit an application to the 4
360360 Secretary at such time, in such manner, and con-5
361361 taining such information as the Secretary may re-6
362362 quire, including, at a minimum, each of the fol-7
363363 lowing: 8
364364 ‘‘(A) With respect to an application for a 9
365365 planning or implementation grant— 10
366366 ‘‘(i) a description of the eligible youth 11
367367 for whom summer employment services will 12
368368 be provided; 13
369369 ‘‘(ii) a description of the eligible enti-14
370370 ty, and a description of the expected par-15
371371 ticipation and responsibilities of each of 16
372372 the partners in the partnership described 17
373373 in subsection (c); 18
374374 ‘‘(iii) information demonstrating suffi-19
375375 cient need for the grant in the State, local, 20
376376 or tribal population, which may include in-21
377377 formation showing— 22
378378 ‘‘(I) a high level of unemploy-23
379379 ment among youth (including young 24
380380 adults) ages 14 through 24; 25

390390 ployment; 7
391391 ‘‘(VI) a high rate of community 8
392392 or neighborhood crime; 9
393393 ‘‘(VII) a high rate of violence; or 10
394394 ‘‘(VIII) a high level or rate on 11
395395 another indicator of need; 12
396396 ‘‘(iv) a description of the strategic ob-13
397397 jectives the eligible entity seeks to achieve 14
398398 through the program to provide eligible 15
399399 youth with core work readiness skills, 16
400400 which may include— 17
401401 ‘‘(I) financial literacy skills, in-18
402402 cluding providing the support de-19
403403 scribed in section 129(b)(2)(D); 20
404404 ‘‘(II) sector-based technical skills 21
405405 aligned with employer needs; 22
406406 ‘‘(III) skills that— 23

415415 order thinking skills, self-control, 6
416416 and positive self-concept; and 7
417417 ‘‘(IV) (for the marginalized eligi-8
418418 ble youth) basic skills like communica-9
419419 tion, math, and problem solving in the 10
420420 context of training for advancement to 11
421421 better jobs and postsecondary train-12
422422 ing; and 13
423423 ‘‘(v) information demonstrating that 14
424424 the eligible entity has obtained commit-15
425425 ments to provide the non-program share 16
426426 described in paragraph (2) of subsection 17
427427 (h). 18
428428 ‘‘(B) With respect to an application for a 19
429429 planning grant— 20
430430 ‘‘(i) a description of the intermediate 21
431431 and long-term goals for planning activities 22
432432 for the duration of the planning grant; 23
433433 ‘‘(ii) a description of how grant funds 24
434434 will be used to develop a plan to provide 25

448448 ‘‘(I) in opportunities that— 11
449449 ‘‘(aa) are appropriate sub-12
450450 sidized employment opportunities 13
451451 with employers based on factors 14
452452 including age, skill, experience, 15
453453 career aspirations, work-based 16
454454 readiness, and barriers to em-17
455455 ployment; and 18
456456 ‘‘(bb) may include additional 19
457457 services for participants, includ-20
458458 ing core work readiness skill de-21
459459 velopment and mentorship serv-22
460460 ices; 23
461461 ‘‘(II) in summer employment 24
462462 that— 25
