A BILL
To amend the Farm Credit Act of 1971 to support the
commercial fishing industry.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Fishing Industry Cred-4
it Enhancement Act of 2025’’. 5
SEC. 2. EXTENSION OF CREDIT TO BUSINESSES PROVIDING 6
SERVICES TO PRODUCERS OR HARVESTERS 7
OF AQUATIC PRODUCTS. 8

(1) ELIGIBILITY FOR CREDIT AND FINANCIAL 1
SERVICES.—Section 1.9 of the Farm Credit Act of 2
1971 (12 U.S.C. 2017) is amended— 3
(A) in paragraph (2), by striking ‘‘or’’ at 4
the end; 5
(B) by redesignating paragraph (3) as 6
paragraph (4); and 7
(C) by inserting after paragraph (2) the 8
following: 9
‘‘(3) persons furnishing to producers or har-10
vesters of aquatic products services directly related 11
to their operating needs; or’’. 12
(2) P
URPOSES FOR EXTENSIONS OF CREDIT .— 13
Section 1.11(c)(1) of the Farm Credit Act of 1971 14
(12 U.S.C. 2019(c)(1)) is amended by inserting 15
‘‘and to persons furnishing services directly related 16
to the operating needs of producers or harvesters of 17
aquatic products’’ after ‘‘needs’’. 18

RODUCTIONCREDITASSOCIATIONS.—Section 19
2.4(a) of the Farm Credit Act of 1971 (12 U.S.C. 20
2075(a)) is amended— 21
(1) in paragraph (2), by striking ‘‘and’’ at the 22
end; 23
(2) in paragraph (3), by striking the period at 24
the end and inserting ‘‘; and’’; and 25
