Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Ce´sar E. Cha´vez and 4 the Farmworker Movement National Historical Park 5 Act’’. 6 SEC. 2. Cha´vez 1 National Monument was established by Presidential 2 Proclamation 8884 (54 U.S.C. 320301 note) for the 3 purposes of protecting and interpreting the nation-4 ally significant resources associated with the prop-5 erty in Keene, California, known as ‘‘Nuestra 6 Sen˜ora Reina de la Paz’’; 7 (2) Nuestra Sen˜ora Reina de la Paz— 8 (A) served as the national headquarters of 9 the United Farm Workers; and 10 (B) was the home and workplace of Ce´sar 11 E. Cha´vez, the family of Ce´sar E. Cha´vez, 12 union members, and supporters of Ce´sar E. 13 Cha´vez; 14 (3) while the Ce´sar E. Cha´vez National Monu-15 ment marks the extraordinary achievements and 16 contributions to the history of the United States by 17 Ce´sar Cha´vez and the farmworker movement, there 18 are other significant sites in the States of California 19 and Arizona that are important to the story of the 20 farmworker movement; and 21 (4) in the study conducted by the National 22 Park Service entitled ‘‘Ce´sar Cha´vez Special Re-23 source Study and Environmental Assessment’’ and 24 VerDate Sep 11 2014 04:36 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2520.IH H2520 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 2520 IH submitted to Congress on October 24, 2013, the Na-1 tional Park Service— 2 (A)(i) found that several sites associated 3 with Ce´sar E. Cha´vez and the farmworker 4 movement— 5 (I) are suitable for inclusion in the 6 National Park System; and 7 (II) depict a distinct and important 8 aspect of the history of the United States 9 not otherwise adequately represented at ex-10 isting units of the National Park System; 11 and 12 (ii) recommended that Congress establish a 13 national historical park to honor the role that 14 Ce´sar E. Cha´vez played in lifting up the lives 15 of farmworkers; and 16 (B)(i) found that the route of the 1966 17 march from Delano to Sacramento, California, 18 meets National Historic Landmark criteria; 19 (ii) recommended that the potential for 20 designation of the route as a national historic 21 trail be further explored; and 22 (iii) indicated that the National Park Serv-23 ice could work with partner organizations and 24 agencies to provide for interpretation programs 25 VerDate Sep 11 2014 04:36 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2520.IH H2520 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 2520 IH along the route of the 1966 march from Delano 1 to Sacramento, California. 2 (b) P URPOSE.—The purpose of this Act is to estab-3 lish the Ce´sar E. Cha´vez and the Farmworker Movement 4 National Historical Park— 5 (1) to help preserve, protect, and interpret the 6 nationally significant resources associated with 7 Ce´sar Cha´vez and the farmworker movement; 8 (2) to interpret and provide for a broader un-9 derstanding of the extraordinary achievements and 10 contributions to the history of the United States 11 made by Ce´sar Cha´vez and the farmworker move-12 ment; and 13 (3) to support and enhance the network of sites 14 and resources associated with Ce´sar Cha´vez and the 15 farmworker movement. 16 SEC. 3. DEFINITIONS. 17 In this Act: 18 (1) H ISTORICAL PARK.—The term ‘‘historical 19 park’’ means the Ce´sar E. Cha´vez and the Farm-20 worker Movement National Historical Park estab-21 lished by section 4. 22 (2) M AP.—The term ‘‘Map’’ means the map en-23 titled ‘‘Cesar E. Cha´vez and the Farmworker Move-24 ment National Historical Park Proposed Boundary’’, 25 VerDate Sep 11 2014 04:36 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2520.IH H2520 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •HR 2520 IH numbered 502/179857B, and dated September 1 2022. 2 (3) S ECRETARY.—The term ‘‘Secretary’’ means 3 the Secretary of the Interior. 4 (4) S TATES.—The term ‘‘States’’ means— 5 (A) the State of California; and 6 (B) the State of Arizona. 7 (5) S TUDY.—The term ‘‘Study’’ means the 8 study conducted by the National Park Service enti-9 tled ‘‘Ce´sar Cha´vez Special Resource Study and En-10 vironmental Assessment’’ and submitted to Congress 11 on October 24, 2013. 12 SEC. 4. CE ´ SAR E. CHA ´ VEZ AND THE FARMWORKER MOVE-13 MENT NATIONAL HISTORICAL PARK. 14 (a) R EDESIGNATION OF CE´SARE. CHA´VEZNA-15 TIONALMONUMENT.— 16 (1) I N GENERAL.—The Ce´sar E. Cha´vez Na-17 tional Monument established on October 8, 2012, by 18 Presidential Proclamation 8884 (54 U.S.C. 320301 19 note) is redesignated as the ‘‘Ce´sar E. Cha´vez and 20 the Farmworker Movement National Historical 21 Park’’. 22 (2) A VAILABILITY OF FUNDS.—Any funds avail-23 able for the purposes of the monument referred to 24 VerDate Sep 11 2014 04:36 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H2520.IH H2520 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •HR 2520 IH in paragraph (1) shall be available for the purposes 1 of the historical park. 2 (3) R EFERENCES.—Any reference in a law, reg-3 ulation, document, record, map, or other paper of 4 the United States to the monument referred to in 5 paragraph (1) shall be considered to be a reference 6 to the ‘‘Ce´sar E. Cha´vez and the Farmworker Move-7 ment National Historical Park’’. 8 (b) B OUNDARY.— 9 (1) I N GENERAL.—The boundary of the histor-10 ical park shall include the area identified as ‘‘Ce´sar 11 E. Cha´vez National Monument’’ in Keene, Cali-12 fornia, as generally depicted on the Map. 13 (2) I NCLUSION OF ADDITIONAL SITES .—Subject 14 to paragraph (3), the Secretary may include within 15 the boundary of the historical park the following 16 sites, as generally depicted on the Map: 17 (A) The Forty Acres in Delano, California. 18 (B) Santa Rita Center in Phoenix, Ari-19 zona. 20 (C) McDonnell Hall in San Jose, Cali-21 fornia. 22 (3) C ONDITIONS FOR INCLUSION .—A site de-23 scribed in paragraph (2) shall not be included in the 24 boundary of the historical park until— 25 VerDate Sep 11 2014 04:36 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H2520.IH H2520 kjohnson on DSK7ZCZBW3PROD with $$_JOB 7 •HR 2520 IH (A) the date on which the Secretary ac-1 quires the land or an interest in the land at the 2 site; or 3 (B) the date on which the Secretary enters 4 into a written agreement with the owner of the 5 site providing that the site shall be managed in 6 accordance with this Act. 7 (4) N OTICE.—Not later than 30 days after the 8 date on which the Secretary includes a site described 9 in paragraph (2) in the historical park, the Sec-10 retary shall publish in the Federal Register notice of 11 the addition to the historical park. 12 (c) A VAILABILITY OFMAP.—The Map shall be avail-13 able for public inspection in the appropriate offices of the 14 National Park Service. 15 (d) L ANDACQUISITION.—The Secretary may acquire 16 land and interests in land within the area generally de-17 picted on the Map as ‘‘Proposed NPS Boundary’’ by dona-18 tion, purchase from a willing seller with donated or appro-19 priated funds, or exchange. 20 (e) A DMINISTRATION.— 21 (1) I N GENERAL.—The Secretary shall admin-22 ister the historical park in accordance with— 23 (A) this section; and 24 VerDate Sep 11 2014 04:36 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H2520.IH H2520 kjohnson on DSK7ZCZBW3PROD with $$_JOB 8 •HR 2520 IH (B) the laws generally applicable to units 1 of the National Park System, including— 2 (i) section 100101(a), chapter 1003, 3 and sections 100751(a), 100752, 100753, 4 and 102101 of title 54, United States 5 Code; and 6 (ii) chapter 3201 of title 54, United 7 States Code. 8 (2) I NTERPRETATION.—The Secretary may pro-9 vide technical assistance and public interpretation of 10 historic sites, museums, and resources on land not 11 administered by the Secretary relating to the life of 12 Ce´sar E. Cha´vez and the history of the farmworker 13 movement. 14 (3) C OOPERATIVE AGREEMENTS .—The Sec-15 retary may enter into cooperative agreements with 16 the States, local governments, public and private or-17 ganizations, and individuals to provide for the pres-18 ervation, development, interpretation, and use of the 19 historical park. 20 (f) G ENERALMANAGEMENTPLAN.— 21 (1) I N GENERAL.—Not later than 3 years after 22 the date on which funds are made available to carry 23 out this subsection, the Secretary shall prepare a 24 general management plan for the historical park in 25 VerDate Sep 11 2014 04:36 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H2520.IH H2520 kjohnson on DSK7ZCZBW3PROD with $$_JOB 9 •HR 2520 IH accordance with section 100502 of title 54, United 1 States Code. 2 (2) A DDITIONAL SITES.— 3 (A) I N GENERAL.—The general manage-4 ment plan prepared under paragraph (1) shall 5 include a determination of whether there are— 6 (i) sites located in the Coachella Val-7 ley in the State of California that were re-8 viewed in the Study that should be added 9 to the historical park; 10 (ii) additional representative sites in 11 the States that were reviewed in the Study 12 that should be added to the historical park; 13 or 14 (iii) sites outside of the States in the 15 United States that relate to the farm-16 worker movement that should be linked to, 17 and interpreted at, the historical park. 18 (B) R ECOMMENDATION .—On completion of 19 the preparation of the general management 20 plan under paragraph (1), the Secretary shall 21 submit to the Committee on Energy and Nat-22 ural Resources of the Senate and the Com-23 mittee on Natural Resources of the House of 24 VerDate Sep 11 2014 04:36 Apr 04, 2025 Jkt 059200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H2520.IH H2520 kjohnson on DSK7ZCZBW3PROD with $$_JOB 10 •HR 2520 IH Representatives any recommendations for addi-1 tional sites to be included in the historical park. 2 (3) C ONSULTATION.—The general management 3 plan under paragraph (1) shall be prepared in con-4 sultation with— 5 (A) any owner of land that is included 6 within the boundaries of the historical park; 7 and 8 (B) appropriate Federal, State, and Tribal 9 agencies, public and private organizations, and 10 individuals, including— 11 (i) the National Cha´vez Center; and 12 (ii) the Ce´sar Cha´vez Foundation. 13 SEC. 5.
