operating divisions thereof, and for other purposes.

SECTION 1. PROHIBITION ON CERTAIN REMOVALS OF EM-1
PLOYEES FOR DEPARTMENT OF HEALTH AND 2
HUMAN SERVICES AND SUB-AGENCIES AND 3
DIVISIONS. 4
No Federal funds may be obligated or expended to 5
remove any employee of the Department of Health and 6
Human Services or any sub-agency or operating division 7
of the Department of Health and Human Services under 8
any agency action (including any reduction in force con-9
ducted pursuant to subchapter I of chapter 35 of title 5, 10
United States Code or any agency reorganization) that 11
provides for— 12
(1) the removal of 3 percent or more of the 13
total number of employees at the Department of 14
Health and Human Services within a 60-day period; 15
or 16
(2) the removal of 3 percent or more of the 17
total number of employees at each sub-agency or op-18
erating division within the Department of Health 19
and Human Services within a 60-day period. 20
