To amend the Robert T. Stafford Disaster Relief and Emer-
gency Assistance Act to prohibit the President from con-
sidering insurance as a duplication of benefits for certain
assistance under such Act.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘FEMA Temporary 4
Housing Assistance Improvement Act’’. 5
SEC. 2. DUPLICATION OF BENEFITS CLARIFICATION. 6
Section 408(c)(1) of the Robert T. Stafford Disaster 7
Relief and Emergency Assistance Act (42 U.S.C. 8

termining eligibility for temporary housing as-4
sistance under this subsection, the President 5
may not consider insurance a duplication of 6
benefits for the purpose of applying section 312 7
