Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Deschutes River Con-4
servancy Reauthorization Act of 2025’’. 5
SEC. 2. REAUTHORIZATION OF DESCHUTES RIVER CONSER-6
VANCY WORKING GROUP. 7

EFINITION OF WORKINGGROUP.—Section 8
301(a) of the Oregon Resource Conservation Act of 1996 9
(Public Law 104–208; 110 Stat. 3009–534; 122 Stat. 10

836) is amended by striking paragraph (1) and inserting 1
the following: 2
‘‘(1) W
ORKING GROUP.—The term ‘Working 3
Group’ means the Deschutes River Conservancy 4
Working Group composed of a board of directors of 5
not fewer than 10, but not more than 15, members 6
nominated by the group represented by the member, 7
of whom— 8
‘‘(A) 2 members shall be representatives of 9
the environmental community in the Deschutes 10
River Basin; 11
‘‘(B) 2 members shall be representatives of 12
the irrigated agriculture community in the 13
Deschutes River Basin; 14
‘‘(C) 2 members shall be representatives of 15
the Confederated Tribes of the Warm Springs 16
Reservation of Oregon; 17
‘‘(D) 1 member shall be a representative of 18
the hydroelectric production community in the 19
Deschutes River Basin; 20
‘‘(E) 1 member shall be a representative of 21
1 of the Federal agencies with authority and re-22
sponsibility in the Deschutes River Basin; 23
‘‘(F) 1 member shall be a representative of 24
an agency of the State of Oregon with authority 25

and responsibility in the Deschutes River Basin, 1
such as— 2
‘‘(i) the Oregon Department of Fish 3
and Wildlife; or 4
‘‘(ii) the Oregon Water Resources De-5
partment; and 6
‘‘(G) 1 member shall be a representative of 7
a unit of local government in the Deschutes 8
River Basin.’’. 9
(b) R
EAUTHORIZATION; ADMINISTRATIVECOSTS.— 10
Section 301 of the Oregon Resource Conservation Act of 11
1996 (Public Law 104–208; 110 Stat. 3009–534; 122 12
Stat. 836) is amended— 13
(1) in subsection (b)— 14
(A) in paragraph (3), by striking ‘‘2016’’ 15
and inserting ‘‘2032’’; and 16
(B) in paragraph (6), by striking ‘‘5 per-17
cent’’ and inserting ‘‘10 percent’’; and 18
(2) in subsection (h), by striking ‘‘2016’’ and 19
inserting ‘‘2032’’. 20
