To establish the position of Secretary of the Coast Guard,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Secretary of the Coast 4
Guard Act of 2025’’. 5
SEC. 2. SECRETARY OF THE COAST GUARD. 6
(a) S
ECRETARY OF THE COASTGUARD.—Subtitle I 7
of title 14, United States Code, is amended— 8
(1) by redesignating section 106 as section 107; 9
(2) by inserting after section 105 the following: 10

‘‘§ 106. Secretary of the Coast Guard defined 1
‘‘In this title, the term ‘Secretary of the Coast Guard’ 2
means the Secretary of the Coast Guard established in 3
section 201.’’; and 4
(3) by inserting after section 107, as so redesig-5
nated, the following: 6

‘‘201. Secretary of the Coast Guard.
‘‘§ 201. Secretary of the Coast Guard 9
‘‘(a) I
NGENERAL.—There is a Secretary of the Coast 10
Guard, appointed by the President, by and with the advice 11
and consent of the Senate. 12
‘‘(b) P
OWERS.—Subject to the authority, direction, 13
and control of the Secretary, the Secretary of the Coast 14
Guard shall exercise the powers of the Secretary in section 15
501, and other duties as may be prescribed by law or by 16
the President or Secretary, in directing the Coast Guard. 17
‘‘(c) R
EPORTING.—The Secretary of the Coast Guard 18
shall report directly to the Secretary without being re-19
quired to report through any other official of the depart-20
ment in which the Coast Guard is operating. 21
‘‘(d) C
OMMANDANT REPORTING.—The Command-22
ment shall report directly to the Secretary of the Coast 23
Guard.’’. 24

(b) CLERICALAMENDMENT.—The analysis for chap-1
ter 1 of title 14, United States Code, is amended by strik-2
ing the item relating to section 106 and inserting the fol-3
lowing: 4

‘‘107. Commandant defined.’’.
