209209 ‘‘United States person’’ means— 8
210210 (A) a United States citizen or an alien law-9
211211 fully admitted for permanent residence to the 10
212212 United States; or 11
213213 (B) an entity organized under the laws of 12
214214 the United States or any jurisdiction within the 13
215215 United States, including a foreign branch of 14
216216 such an entity. 15
217217 SEC. 4. COVERED DETERMINATION. 16
218218 (a) I
219219 NGENERAL.—Not later than 15 days after the 17
220220 date of the enactment of this Act, and every 90 days there-18
221221 after, the President shall determine if any of the following 19
222222 actors has engaged, is engaging, or is planning to engage 20
223223 in an act described in subsection (b): 21
224224 (1) The Government of the Russian Federation. 22
225225 (2) Any proxy of the Government of the Rus-23
226226 sian Federation. 24

235235 CTSDESCRIBED.—An act described in this sub-5
236236 section is any of the following: 6
237237 (1) Refusing to negotiate a peace agreement 7
238238 with Ukraine. 8
239239 (2) Violating any negotiated peace agreement. 9
240240 (3) Initiating another military invasion of 10
241241 Ukraine. 11
242242 (4) Overthrowing, dismantling, or seeking to 12
243243 subvert the Government of Ukraine. 13
244244 SEC. 5. IMPOSITION OF SANCTIONS ON CERTAIN PERSONS 14
245245 AFFILIATED WITH OR SUPPORTING THE GOV-15
246246 ERNMENT OF THE RUSSIAN FEDERATION. 16

248248 NGENERAL.—Not later than 15 days after mak-17
249249 ing a covered determination, and every 90 days thereafter, 18
250250 the President shall— 19
251251 (1) impose the sanctions described in subsection 20
252252 (c) with respect to the persons described in sub-21
253253 section (b); and 22
254254 (2) prohibit any United States person from en-23
255255 gaging in any transaction with a person described in 24
256256 subsection (b). 25

348348 commodities, telecommunications, banking, in-7
349349 dustrial, transportation, or manufacturing sec-8
350350 tors of the economy of the Russian Federation; 9
351351 (E) is an oligarch (as defined and identi-10
352352 fied by the President); 11
353353 (F) is responsible for or complicit in, or 12
354354 has directly or indirectly engaged or attempted 13
355355 to engage in, for or on behalf of, or for the ben-14
356356 efit of, directly or indirectly, the Government of 15
357357 the Russian Federation— 16
358358 (i) transnational corruption, bribery, 17
359359 extortion, or money laundering; 18
360360 (ii) assassination, murder, or other 19
361361 unlawful killing of, or infliction of other 20
362362 bodily harm against, a United States per-21
363363 son or a citizen or national of an ally or 22
364364 partner of the United States; 23
365365 (iii) activities that undermine the 24

371371 ally or partner of the United States; or 2
372372 (iv) deceptive or structured trans-3
373373 actions or dealings to circumvent the appli-4
374374 cation of any sanctions imposed by the 5
375375 United States, including through the use 6
376376 of digital currencies or assets or the use of 7
377377 physical assets. 8
378378 (3) Any person or agent of any person de-9
379379 scribed in paragraph (1) or (2) if the sanctioned 10
380380 person transferred property or an interest in prop-11
381381 erty to the person— 12
382382 (A) after the date on which the President 13
383383 imposed sanctions with respect to the sanc-14
384384 tioned person; or 15
385385 (B) before that date, if the sanctioned per-16
386386 son did so in an attempt to evade the imposi-17
387387 tion of sanctions. 18

389389 ANCTIONSDESCRIBED.—The sanctions de-19
390390 scribed in this subsection to be imposed with respect to 20
391391 a person described in subsection (b) are the following: 21
392392 (1) B
393393 LOCKING OF PROPERTY .— 22

395395 N GENERAL.—The President shall ex-23
396396 ercise all of the powers granted by the Inter-24
397397 national Emergency Economic Powers Act (50 25

410410 GENCY REQUIREMENT .—The requirements of 9

412412 Economic Powers Act (50 U.S.C. 1701) shall 11
413413 not apply for purposes of this section. 12

415415 NELIGIBILITY FOR VISAS, ADMISSION, OR 13
416416 PAROLE.— 14
417417 (A) V
418418 ISAS, ADMISSION, OR PAROLE.—An 15
419419 alien described in subsection (b) shall be— 16
420420 (i) inadmissible to the United States; 17
421421 (ii) ineligible to receive a visa or other 18
422422 documentation to enter the United States; 19
423423 and 20
424424 (iii) otherwise ineligible to be admitted 21
425425 or paroled into the United States or to re-22
426426 ceive any other benefit under the Immigra-23
427427 tion and Nationality Act (8 U.S.C. 1101 et 24
428428 seq.). 25

434434 N GENERAL.—The visa or other 2
435435 entry documentation of an alien described 3
436436 in subsection (b) shall be revoked, regard-4
437437 less of when such visa or other entry docu-5
438438 mentation is or was issued. 6
439439 (ii) I
440440 MMEDIATE EFFECT .—A revoca-7
441441 tion under clause (i) shall— 8
442442 (I) take effect immediately; and 9
443443 (II) automatically cancel any 10
444444 other valid visa or entry documenta-11
445445 tion that is in the possession of the 12
446446 alien. 13
447447 SEC. 6. IMPOSITION OF SANCTIONS WITH RESPECT TO FI-14
448448 NANCIAL INSTITUTIONS AFFILIATED WITH 15
449449 THE GOVERNMENT OF THE RUSSIAN FED-16

452452 NGENERAL.—Not later than 15 days after mak-18

454454 the Secretary of the Treasury shall— 20
455455 (1) impose the sanctions described in subsection 21
456456 (b) with respect to— 22
457457 (A) the Central Bank of the Russian Fed-23
458458 eration (Bank of Russia); 24
459459 (B) Sberbank; 25
