Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Reduce Duplication 4
and Improve Access to Work Act’’. 5

SEC. 2. ALLOWING TRANSFERS TO SUPPORT WORKFORCE 1
DEVELOPMENT. 2
(a) I
NGENERAL.—Section 404(d) of the Social Secu-3
rity Act (42 U.S.C. 604(d)) is amended— 4
(1) in paragraph (1), by adding at the end the 5
following: 6
‘‘(C) Title I of the Workforce Innovation 7
and Opportunity Act.’’; 8
(2) in paragraph (2)— 9
(A) in the heading, by striking ‘‘
SUBTITLE 10
1’’ and inserting ‘‘SUBTITLE A’’; and 11
(B) in subparagraph (A), by striking ‘‘sub-12
title 1’’ and inserting ‘‘subtitle A’’; and 13
(3) in paragraph (3)— 14
(A) in subparagraph (B)— 15
(i) in the heading, by striking ‘‘

TITLE XX’’ and inserting ‘‘A OF TITLE XX 17
AND TITLE I OF WIOA’’; and 18
(ii) by striking ‘‘1 of title XX’’ and in-19

‘‘(i) LIMITATION ON RESERVATION OF 1
FUNDS.—In the case of funds transferred 2
under paragraph (1)(C) of this subsection, 3
not more than 15 percent of the funds 4
shall be reserved for statewide workforce 5
investment activities referred to in section 6
128(a)(1) of the Workforce Innovation and 7
Opportunity Act. 8
‘‘(ii) S
UBMISSION OF COMBINED 9
STATE PLAN UNDER WIOA .—If a State in-10
tends to transfer funds under paragraph 11
(1)(C) of this subsection, the State shall— 12
‘‘(I) submit to the Secretary and 13
the Secretary of Labor a combined 14
State plan pursuant to section 103 of 15
the Workforce Innovation and Oppor-16
tunity Act that covers the State pro-17
gram to be carried out pursuant to 18
this part; and 19
‘‘(II) in doing so, apply section 20
102(c)(3) of such Act to the programs 21
referred to in section 103(a)(2)(B) of 22
such Act covered by the combined 23
plan.’’. 24

(b) EFFECTIVEDATE.—The amendments made by 1
subsection (a) shall take effect on October 1, 2026. 2
