38	38	NGENERAL.—Section 418(a)(3) of the Social 3
39	39	Security Act (42 U.S.C. 618(a)(3)) is amended to read 4
40	40	as follows: 5
41	41	‘‘(3) A
42	42	PPROPRIATION.— 6
43	43	‘‘(A) I
44	44	N GENERAL.—For grants under this 7
45	45	section, there are appropriated— 8
46	46	‘‘(i) for fiscal year 2026, 9
47	47	$20,000,000,000; and 10
48	48	‘‘(ii) for each fiscal year after fiscal 11
49	49	year 2026, the greater of— 12
50	50	‘‘(I) the amount appropriated 13
51	51	under this subparagraph for the pre-14
52	52	vious fiscal year, increased by the per-15
53	53	centage increase (if any) in the con-16
54	54	sumer price index for all urban con-17
55	55	sumers (all items; United States city 18
56	56	average) for the most recent 12- 19
57	57	month period for which data is avail-20

201	201	Indian Tribe List Act of 1994 (25 U.S.C. 5131(a)). 11

203	203	TATE.—The term ‘State’ means each of 12

206	206	ERRITORY.—The term ‘territory’ means 14

212	212	RIBAL ORGANIZATION.—The term ‘tribal 19
213	213	organization’ means— 20
214	214	‘‘(A) the recognized governing body of any 21
215	215	Indian tribe, and any legally established organi-22
216	216	zation of Indians which is controlled, sanc-23
217	217	tioned, or chartered by such governing body or 24
218	218	which is democratically elected by the adult 25

226	226	a contract is let or grant made to an organiza-5
227	227	tion to perform services benefitting more than 6
228	228	one Indian tribe, the approval of each such In-7
229	229	dian tribe shall be a prerequisite to the letting 8
230	230	or making of such contract or grant; and 9
231	231	‘‘(B) includes a Native Hawaiian organiza-10
232	232	tion, as defined in section 6207 of the Elemen-11
233	233	tary and Secondary Education Act of 1965 (20 12
234	234	U.S.C. 7517) and a private nonprofit organiza-13
235	235	tion established for the purpose of serving 14
236	236	youth who are Indians or Native Hawaiians.’’. 15

238	238	FFECTIVEDATE.—The amendments made by 16
239	239	this section take effect on October 1, 2025. 17
240	240	SEC. 3. GRANTS TO IMPROVE CHILD CARE WORKFORCE, 18
241	241	SUPPLY, QUALITY, AND ACCESS IN AREAS OF 19
242	242	PARTICULAR NEED. 20

324	324	after the application of subparagraph (B) of 6
325	325	that paragraph, to make grants for the fiscal 7
326	326	year under this subsection to each State in 8
327	327	amounts that bear the same proportion to the 9
328	328	amount so remaining as the sum of the amount 10
329	329	granted under paragraph (1) of subsection (a) 11
330	330	and the amount allotted and paid under para-12
331	331	graph (2) of subsection (a) to each such State 13
332	332	for the fiscal year (without regard to amounts 14
333	333	redistributed under subparagraph (D) of sub-15
334	334	section (a)(2) for the fiscal year) bears to the 16
335	335	total amounts granted and allotted to all of the 17
336	336	States under paragraphs (1) and (2) of that 18
337	337	subsection for such fiscal year. 19

341	341	ONTENTS.—In order to be paid a 21
342	342	grant under this subsection for a fiscal year, 22
343	343	the lead agency of a State, territory, Indian 23
344	344	tribe, or tribal organization shall submit to the 24
345	345	Secretary, as part of the initial submission of 25

351	351	year, or as an amendment to that plan, a de-3
352	352	scription of the planned use of grant funds 4

354	354	‘‘(i) describes the demographic and 6
355	355	economic data and other criteria the lead 7
356	356	agency proposes to use to determine 8
357	357	whether an area is in particular need of 9
358	358	child care; 10
359	359	‘‘(ii) describes how community mem-11
360	360	bers were engaged to identify community- 12
361	361	specific needs such as diverse types of care 13
362	362	delivery, care for infant and toddlers, mul-14
363	363	tilingual care, and nontraditional oper-15
364	364	ational hours; 16
365	365	‘‘(iii) identifies specific areas deter-17
366	366	mined to be in particular need of child 18
367	367	care, where such areas are located, the size 19
368	368	and scope of such areas, and the age 20
369	369	groups of children in need of child care in 21
370	370	such areas; 22
371	371	‘‘(iv) outlines how the lead agency 23
372	372	proposes to use the grant funds to increase 24
373	373	child care workforce, supply, quality, and 25

383	383	‘‘(I) contracting and providing 7
384	384	grants to child care providers to pay 8
385	385	for specified numbers of child care 9
386	386	slots (including slots in family child 10
387	387	care homes) and to build supply and 11
388	388	stability by including expectations for 12
389	389	compensation in the contracts and 13
390	390	grants; 14
391	391	‘‘(II) establishing or expanding 15
392	392	the operation of community or neigh-16
393	393	borhood-based family child care net-17
394	394	works by providing grants and con-18
395	395	tracts for training and other activities 19
396	396	that increase the supply and quality of 20
397	397	family child care; 21
398	398	‘‘(III) furnishing child care pro-22
399	399	viders with start-up funding, technical 23
400	400	assistance, support for improving 24
401	401	business practices, and support navi-25

418	418	‘‘(VII) supporting the training 14
419	419	and professional development of the 15
420	420	child care workforce including through 16
421	421	apprenticeships, partnerships with 17
422	422	labor unions or labor-management 18
423	423	partnerships, and partnerships with 19
424	424	public and nonprofit institutions of 20
425	425	higher education to provide com-21
426	426	prehensive scholarships that support 22
427	427	equitable access to, and completion of, 23
428	428	credentials and degrees in early child-24
429	429	hood education; 25

435	435	workforce by increasing total com-3
436	436	pensation, providing wage supple-4
437	437	ments or bonuses, or offering wage 5
438	438	and retention rewards and ensuring 6
439	439	adequate wages for staff of child care 7
440	440	providers, including sole proprietors 8
441	441	and independent contractors, that, at 9
442	442	a minimum— 10
443	443	‘‘(aa) provide a living wage 11
444	444	for all staff of such child care 12
445	445	providers; and 13
446	446	‘‘(bb) are adjusted on an an-14
447	447	nual basis for cost of living in-15
448	448	creases to ensure payment rates 16
449	449	remain sufficient to meet the re-17
450	450	quirements of this subsection; 18
451	451	‘‘(IX) subject to subparagraph 19
452	452	(C), providing financial support (with-20
453	453	out regard to limitations on expendi-21
454	454	tures imposed under section 658F(b) 22
455	455	of the Child Care and Development 23
456	456	Block Grant Act of 1990) for projects 24
457	457	involving the purchase or improve-25

746	746	ferral organizations or other appropriate enti-17
747	747	ties). Activities carried out with such funds 18

749	749	‘‘(i) designed to improve the quality of 20
750	750	child care services, including improving the 21
751	751	quality of the child care workforce, and in-22
752	752	crease parental options for, and access to, 23
753	753	high-quality child care, especially in areas 24
754	754	of concentrated poverty; and 25

778	778	dren whose families are eligible for sub-20

780	780	ment Block Grant Act of 1990 for the 22

783	783	with a low supply of child care; 25
