To amend title 18, United States Code, to prohibit the com-
munication of classified information on mobile or desktop
messaging application, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Homeland Operations 4
and Unilateral Tactics Halting Incursions: Preventing Co-5
ordinated Subversion, Military Aggression and Lawless 6
Levies Granting Rogue Operatives Unchecked Power Act 7
of 2025’’ or the ‘‘HOUTHI PC SMALL GROUP Act of 8
2025’’. 9

SEC. 2. COMMUNICATION OF CLASSIFIED INFORMATION ON 1
MOBILE OR DESKTOP MESSAGING APPLICA-2

(a) I
NGENERAL.—Chapter 37 of title 18, United 4
States Code, is amended by inserting after section 798A 5
the following: 6
‘‘§ 798B. Communication of classified information on 7
mobile or desktop messaging application 8
‘‘Whoever knowingly communicates, furnishes, trans-9
mits, or otherwise makes available any classified informa-10
tion on a mobile or desktop messaging application shall 11
be fined under this title, imprisoned not more than 10 12
years, or both.’’. 13
(b) C
LERICALAMENDMENT.—The table of sections 14
for chapter 37 of title 18, United States Code, is amended 15
by inserting after the item related to section 798A the fol-16
lowing: 17
‘‘798B. Communication of classified information on mobile or desktop messaging
application.’’.
