3232 Section 487(a) of the Higher Education Act of 1965 3
3333 (20 U.S.C. 1094(a)) is amended by adding at the end the 4
3434 following: 5
3535 ‘‘(30) In the case of a public institution, the in-6
3636 stitution will carry out each of the following: 7
3737 ‘‘(A) At each orientation for new and 8
3838 transfer students, provide students attending 9
3939 the orientation— 10
4040 ‘‘(i) a written statement that— 11
4141 ‘‘(I) explains the rights of stu-12
4242 dents under the first amendment to 13
4343 the Constitution; 14
4444 ‘‘(II) affirms the importance and 15
4545 the commitment of the institution to 16
4646 freedom of expression; and 17
4747 ‘‘(III) includes assurances that 18
4848 students, and individuals invited by 19
4949 students to speak at the institution, 20
5050 will not be treated in a manner that 21
5151 violates the freedom of expression of 22
5252 such students or individuals; and 23
5353 ‘‘(ii) educational programming (in-24
5454 cluding online resources) that include each 25
5555 of the following: 26
