Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. ADDITIONAL GRANT AMOUNTS FOR PROTECTION 1 AGAINST MASS VIOLENCE. 2 Section 506 of title I of the Omnibus Crime Control 3 and Safe Streets Act of 1968 (34 U.S.C. 10157) is amend-4 ed— 5 (1) in subsection (a)— 6 (A) in paragraph (1), by striking the 7 ‘‘and’’ at the end; 8 (B) in paragraph (2), by striking the pe-9 riod at the end and inserting ‘‘; and’’; and 10 (C) by inserting after paragraph (2) the 11 following: 12 ‘‘(3) $20,000,000, to be granted by the Attor-13 ney General to States, units of local governments, 14 and other nonprofit organizations that serve victims 15 of crime to provide compensation, training, and tech-16 nical assistance to public assembly facilities to pre-17 pare against mass violence and to protect public as-18 sembly facilities from mass violence.’’; and 19 (2) by adding at the end the following: 20 ‘‘(c) In this section: 21 ‘‘(1) The term ‘mass violence’ includes active 22 shooter incidents and targeted violence. 23 ‘‘(2) The term ‘active shooter’ means an indi-24 vidual actively engaged in the unauthorized killing or 25 VerDate Sep 11 2014 01:24 Apr 11, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H2649.IH H2649 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 2649 IH attempting to kill a person or persons in a confined 1 and populated area with a firearm. 2 ‘‘(3) The term ‘target violence’ means an inci-3 dent of violence where an assailant who is known or 4 knowable to a law enforcement agency for a jurisdic-5 tion where the assailant resides, identifies a par-6 ticular target prior to a violent attack, which may be 7 one or more individuals, a class or category of indi-8 viduals, or an institution, without regard to whether 9 the assailant is able to successfully harm the chosen 10 target. 11 ‘‘(4) The term ‘public assembly facility’ means 12 a permanent or temporary structure or facility, 13 place, or activity where concentrations of people 14 gather in reasonably close quarters for purposes in-15 cluding deliberation, education, worship, shopping, 16 employment, entertainment, recreation, sporting 17 events, or similar activities.’’. 18 Æ VerDate Sep 11 2014 01:24 Apr 11, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H2649.IH H2649 kjohnson on DSK7ZCZBW3PROD with $$_JOB
