A BILL
To amend the Tariff Act of 1930 to require the public
disclosure of certain vehicle and aircraft manifest infor-
mation.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Manifest Moderniza-4
tion Act of 2025’’. 5
SEC. 2. PUBLIC DISCLOSURE OF VEHICLE AND AIRCRAFT 6
MANIFEST INFORMATION. 7
(a) I
NGENERAL.—Section 431 of the Tariff Act of 8
1930 (19 U.S.C. 1431) is amended— 9

(1) by amending subsection (a) to read as fol-1
lows: 2
‘‘(a) I
NGENERAL.—Each of the following shall have 3
a manifest that complies with the requirements prescribed 4
under subsection (d): 5
‘‘(1) Every vessel required to make entry under 6
section 434 or obtain clearance under section 60105 7
of title 46, United States Code. 8
‘‘(2) Every vehicle arriving in the United States 9
as described under section 433. 10
‘‘(3) Every aircraft arriving in the United 11
States as described under section 433.’’; and 12
(2) in subsection (c)(1)— 13
(A) in the matter preceding subparagraph 14
(A), by striking ‘‘subparagraph (2)’’ and all 15
that follows through ‘‘public disclosure’’ and in-16
serting ‘‘paragraph (2), when included in a ves-17
sel, vehicle, or aircraft manifest, the following 18
information shall be available for public disclo-19
sure’’; 20
(B) in subparagraph (B), by inserting 21
‘‘and each subheading of the Harmonized Tariff 22
Schedule of the United States under which the 23
cargo is classified’’ before the period at the end; 24

(C) in subparagraph (D), by striking ‘‘ves-1
sel, aircraft, or carrier’’ and inserting ‘‘vessel, 2
vehicle, or aircraft’’; and 3
(D) in subparagraph (G), by striking 4
‘‘country of origin of the shipment’’ and insert-5
ing ‘‘country of origin of the cargo and the last 6
country through which the cargo was trans-7
ported by the vessel, vehicle, or aircraft’’. 8
(b) D
EFINITION OFAIRCRAFT.—Section 401 of the 9
Tariff Act of 1930 (19 U.S.C. 1401) is amended by add-10
ing at the end the following: 11
‘‘(u) A
IRCRAFT.—The term ‘aircraft’ means a civil, 12
military, or public contrivance invented, used, or designed 13
to navigate, fly, or travel in the air.’’. 14
(c) A
PPLICABILITY.—The amendments made by sub-15
sections (a) and (b) shall apply with respect to each vessel, 16
vehicle, and aircraft arriving in the United States on or 17
after the date that is 30 days after the date of the enact-18
ment of this Act. 19
