3636 May 15, 2015, that limits the sale, donation, or 7
3737 transfer of property of the Federal Government pur-8
3838 suant to Executive Order 13688 (entitled ‘‘Federal 9
3939 Support for Local Law Enforcement Equipment Ac-10
4040 quisition’’) or Executive Order 14074 (entitled ‘‘Ad-11
4141 vancing Effective, Accountable Policing and Crimi-12
4242 nal Justice Practices To Enhance Public Trust and 13
4343 Public Safety’’), including excess property of the De-14
4444 partment of Defense, to State and local agencies for 15
4545 law enforcement activities (whether pursuant to sec-16
4646 tion 2576a of title 10, United States Code, or any 17
4747 other provision of law, or as a condition on the use 18
4848 of Federal funds) shall have any force or effect after 19
4949 the date of the enactment of this Act unless enacted 20
5050 into law by Congress. 21

6363 IMITATIONS ON SUBSEQUENT EXECUTIVE 3
6464 ORDERS.—In accordance with this subsection, the 4
6565 President may not reinstate any section of the Exec-5
6666 utive orders listed in paragraph (1) nor establish 6
6767 any substantially similar Executive order regarding 7
6868 the transfer of equipment to law enforcement under 8
6969 section 2576a of title 10, United States Code. 9

7171 ETURN ORREISSUE OFEQUIPMENTRECALLED 10
7272 ORSEIZEDPURSUANT TOREGULATIONS.—Any property 11
7373 recalled or seized on or after May 15, 2015, pursuant to 12
7474 a regulation, rule, guidance, policy, or recommendation 13
7575 issued as described in subsection (a)(1) shall be returned, 14
7676 replaced, or re-issued to the agency from which recalled 15
7777 or seized, at no cost to such agency, as soon as practicable 16
7878 after the date of the enactment of this Act, if— 17
7979 (1) such agency requests that the property be 18
8080 returned, replaced, or re-issued; 19
8181 (2) such agency satisfies the conditions set 20
8282 forth under 2576a of title 10, United States Code, 21
8383 authorizing transfer and use of such property, if ap-22
8484 plicable; and 23
8585 (3) the property is in stock and available for 24
8686 transfer to the agency to be used for law enforce-25
